Implications and Policy Suggestions<br />

In<strong>in</strong>gte’s description and position was supported by Adeka Inemo,<br />

a local environmental activist who runs <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> Resource<br />

Center when he claimed that when he claimed that: Olobiri is <strong>the</strong><br />

total representation <strong>of</strong> what <strong>the</strong> <strong>Niger</strong> delta are fac<strong>in</strong>g and that<br />

"Once you've seen Oloibiri, you've seen us." (Ibid).<br />

Evolution <strong>of</strong> <strong>the</strong> Concept <strong>of</strong> Oil Deregulation <strong>in</strong> <strong>Niger</strong>ian’s Oil<br />

Industry and Its Many Dimensions.<br />

Deregulation is <strong>the</strong> lift<strong>in</strong>g <strong>of</strong> certa<strong>in</strong> government controls (such<br />

as price control) on several aspects <strong>of</strong> a specific <strong>in</strong>dustry, <strong>in</strong> this case<br />

<strong>the</strong> oil <strong>in</strong>dustry. Under <strong>the</strong> Oil Deregulation policy, government does<br />

not <strong>in</strong>terfere with <strong>the</strong> pric<strong>in</strong>g, export and importation <strong>of</strong> oil products,<br />

or <strong>the</strong> establishment <strong>of</strong> retail outlets (petrol stations); storage depots;<br />

ocean-receiv<strong>in</strong>g facilities; and ref<strong>in</strong>eries. People can put up <strong>the</strong>se<br />

<strong>in</strong>stallations practically wherever and whenever <strong>the</strong>y want. In <strong>the</strong> case<br />

<strong>of</strong> retail outlets, <strong>the</strong>y can even be set up beside or across <strong>the</strong> street<br />

opposite each o<strong>the</strong>r. Provided <strong>of</strong> course <strong>the</strong> owners/operators <strong>of</strong> <strong>the</strong>se<br />

<strong>in</strong>stallations and facilities notify and give prior notice to <strong>the</strong> relevant<br />

government agency and <strong>the</strong> location <strong>of</strong> <strong>the</strong>se <strong>in</strong>stallations and<br />

facilities conform to <strong>the</strong> zon<strong>in</strong>g laws <strong>of</strong> <strong>the</strong> local government unit<br />

concerned.<br />

Large bus<strong>in</strong>ess establishments and government corporations can<br />

also import <strong>the</strong>ir fuel requirements without secur<strong>in</strong>g any permit from<br />
