Chapter VIII: The <strong>Niger</strong> <strong>Delta</strong> <strong>Crisis</strong>: <strong>Issues</strong> Challenges and Prospects<br />

gradual restoration <strong>of</strong> a sense <strong>of</strong> belong<strong>in</strong>g and partnership. This<br />

should be complemented with a susta<strong>in</strong>ed drive to expand human<br />

and social capital, which are basic <strong>in</strong>gredients for beat<strong>in</strong>g swords <strong>in</strong>to<br />

plowshares. For <strong>the</strong> atta<strong>in</strong>ment <strong>of</strong> <strong>the</strong>se objectives a complete reorientation<br />

and change <strong>in</strong> <strong>the</strong> attitude <strong>of</strong> government and oil<br />

companies towards host communities, is a s<strong>in</strong>e qua non.<br />

It has been observed elsewhere that <strong>the</strong> most feasible economic plan<br />

would be one that calls for an <strong>in</strong>tegrated development <strong>in</strong> <strong>the</strong> mould <strong>of</strong><br />

a marshal plan for <strong>the</strong> region. (Isiguzo, 2008). The NDDC master plan<br />

seems adequate, but <strong>the</strong> plan for its f<strong>in</strong>anc<strong>in</strong>g has over <strong>the</strong> last few<br />

years cont<strong>in</strong>ued to blow <strong>in</strong> <strong>the</strong> w<strong>in</strong>d. This must be redressed.<br />

Oil and gas companies operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> region should be encouraged<br />

and if necessary, compelled to comply with <strong>in</strong>ternational best<br />

practices to ensure <strong>the</strong> protection <strong>of</strong> natural habitats through<br />

uncompromis<strong>in</strong>g implementation <strong>of</strong> <strong>the</strong> demands <strong>of</strong> <strong>the</strong> doctr<strong>in</strong>e <strong>of</strong><br />

corporate social responsibility. The policy on gas flar<strong>in</strong>g should be<br />

firmly implemented.<br />

The provision <strong>of</strong> basic <strong>in</strong>frastructure <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> is a s<strong>in</strong>e-quanon<br />

for susta<strong>in</strong>able development <strong>in</strong> <strong>the</strong> region. A s<strong>in</strong>gle double<br />

carriage way runn<strong>in</strong>g from Lekki pen<strong>in</strong>sula through Ogheye at <strong>the</strong><br />

mouth <strong>of</strong> <strong>the</strong> Ben<strong>in</strong> river and Koko to jo<strong>in</strong> <strong>the</strong> East-West road to<br />

Yenagoa and Port-Harcourt will do much to open up <strong>the</strong> region to<br />

private <strong>in</strong>vestment. This has been done <strong>in</strong> Epe and Lekki. It can also<br />

be done <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>.<br />
