Chapter VIII: The <strong>Niger</strong> <strong>Delta</strong> <strong>Crisis</strong>: <strong>Issues</strong> Challenges and Prospects<br />

Perhaps noth<strong>in</strong>g typifies <strong>the</strong> state <strong>of</strong> socio-political subjugation <strong>of</strong> <strong>the</strong><br />

<strong>Niger</strong> <strong>Delta</strong> peoples better than what has come to be known as <strong>the</strong><br />

“privatization <strong>of</strong> <strong>the</strong> state”. This phenomenon is evident <strong>in</strong>; <strong>the</strong> large<br />

number <strong>of</strong> military and Para-military personnel guard<strong>in</strong>g oil facilities,<br />

prerogative <strong>of</strong> oil companies to request <strong>the</strong> military and <strong>the</strong> police to<br />

quell community disturbances, and turn<strong>in</strong>g <strong>the</strong>ir areas <strong>of</strong> operation<br />

<strong>in</strong>to garrisoned enclaves (op.cit). Through creat<strong>in</strong>g excessive concern<br />

about security, <strong>the</strong> oil companies re<strong>in</strong>force coercion, and violent<br />

subjugation.<br />

The communities compla<strong>in</strong> about government attitude <strong>of</strong> treat<strong>in</strong>g <strong>the</strong><br />

region as a colonial enclave, whose resources <strong>the</strong>y plunder with<br />

impunity. They decry <strong>the</strong> use by political elites, <strong>of</strong> <strong>the</strong>ir oil resources<br />

to develop o<strong>the</strong>r regions <strong>of</strong> <strong>the</strong> country, to <strong>the</strong> total exclusion <strong>of</strong> <strong>the</strong><br />

lands <strong>of</strong> <strong>the</strong> oil produc<strong>in</strong>g ethnic m<strong>in</strong>orities. And this form <strong>of</strong> <strong>in</strong>ternal<br />

colonialism, <strong>the</strong>y f<strong>in</strong>d <strong>in</strong>tolerable and unacceptable.<br />

The Challenges<br />

The grave implications <strong>of</strong> cont<strong>in</strong>ued conflict <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> may be<br />

better appreciated aga<strong>in</strong>st <strong>the</strong> background <strong>of</strong> <strong>the</strong> fact that, from<br />

historical experience, <strong>the</strong> <strong>Niger</strong>ian nation and especially <strong>the</strong> <strong>Niger</strong><br />

<strong>Delta</strong> have had a prolonged familiarity with social struggle aga<strong>in</strong>st<br />

colonial rule. The <strong>Niger</strong> <strong>Delta</strong> militants are draw<strong>in</strong>g from this<br />

experience <strong>in</strong> prosecut<strong>in</strong>g <strong>the</strong> current phase <strong>of</strong> confrontation with <strong>the</strong><br />

<strong>Niger</strong>ian State. Like <strong>the</strong> struggle aga<strong>in</strong>st colonialism, <strong>the</strong> present<br />
