Recommendations
1. The present executive president and legislature should ensure
decent management of set of elections scheduled to hold in April
2007. That election should present fairness devoid of fraud and
violence as a way of effort to make outcomes more acceptable,
which is also the point of departure for any legitimate government
capable of engendering accountability.
2. Amendment of the 1999 constitution to include the strengthening
of existing and establishment of more structures of
intergovernmental relations.
