Chapter VII: The Political Class and Intergovernmental Relations <strong>in</strong> <strong>Niger</strong>ia<br />

The Political Class<br />

The political class, <strong>in</strong> <strong>the</strong> context <strong>of</strong> <strong>Niger</strong>ia, refers to elected<br />

representatives, civil servants, political appo<strong>in</strong>tees and so<br />

on(Genieva,W,2005) . It is important not to th<strong>in</strong>k <strong>of</strong> <strong>the</strong> political class<br />

only <strong>in</strong> terms <strong>of</strong> <strong>of</strong>fice hold<strong>in</strong>g politicians. Robert<br />

Putnam(Putman,R.D,1976) has used <strong>the</strong> word political elite to mean<br />

<strong>the</strong> political class, which he def<strong>in</strong>ed as those with more power than<br />

o<strong>the</strong>rs. Power, <strong>in</strong> <strong>the</strong> sense <strong>of</strong> ability to <strong>in</strong>fluence directly or <strong>in</strong>directly<br />

politics and state activity.<br />

Follow<strong>in</strong>g from its activities s<strong>in</strong>ce 1999, understand<strong>in</strong>g <strong>the</strong> political<br />

class <strong>in</strong> <strong>Niger</strong>ia as an emerg<strong>in</strong>g social category without positive<br />

bear<strong>in</strong>g on society has become imperative. It is sort <strong>of</strong> an emerg<strong>in</strong>g<br />

group who want to see <strong>the</strong>mselves as pr<strong>of</strong>essionally but with hidden<br />

<strong>in</strong>terest <strong>of</strong> seek<strong>in</strong>g to capture state power as a means <strong>of</strong> accumulat<strong>in</strong>g<br />

wealth. In <strong>the</strong> more developed federal democracies <strong>of</strong> Canada and <strong>the</strong><br />

United States, <strong>the</strong> political class represents a social class,<br />

pr<strong>of</strong>essionally but seek to secure state power with which <strong>the</strong> society<br />

can be <strong>the</strong> ultimate beneficiary.<br />

The political class is motivated by <strong>the</strong> wealth accru<strong>in</strong>g to <strong>the</strong> state<br />

from oil. This notion can hardly be challenge when <strong>the</strong> picture <strong>of</strong> <strong>the</strong><br />

do or die character <strong>of</strong> politicians is considered. The consequent<br />

violence, reach<strong>in</strong>g record level, <strong>in</strong> forms <strong>of</strong> assass<strong>in</strong>ation <strong>of</strong> political<br />
