As a discursive category, <strong>the</strong> political class is <strong>of</strong>ten conceptualized<br />

negatively <strong>in</strong> <strong>the</strong> case <strong>of</strong> <strong>Niger</strong>ia. This is no fault <strong>of</strong> <strong>the</strong> scholar, nor<br />

political analyst, see<strong>in</strong>g that many th<strong>in</strong>gs have gone wrong with <strong>the</strong><br />

political class over <strong>the</strong>se past years s<strong>in</strong>ce <strong>in</strong>dependence was atta<strong>in</strong>ed.<br />

This paper exam<strong>in</strong>es <strong>the</strong> character <strong>of</strong> <strong>the</strong> political class <strong>in</strong> relation to<br />

<strong>in</strong>tergovernmental relations. The l<strong>in</strong>k, from 1999 to date, appears to<br />

present a typology <strong>of</strong> federalism where communication <strong>of</strong> <strong>the</strong> orders <strong>of</strong><br />

government is <strong>in</strong>fluenced negatively by <strong>the</strong> character <strong>of</strong> politicians.<br />

Fashionably, every federal system is unique <strong>in</strong> some way. So is <strong>the</strong><br />

relationship <strong>of</strong> <strong>the</strong> orders <strong>of</strong> government. The question is, what is <strong>the</strong><br />

character <strong>of</strong> <strong>the</strong> political class How has it affected <strong>in</strong>tergovernmental<br />

relations It is argued here that <strong>the</strong> <strong>in</strong>stitutions for <strong>the</strong> management<br />

<strong>of</strong> <strong>in</strong>tergovernmental relations <strong>in</strong> <strong>Niger</strong>ia lack <strong>in</strong>stitutionalization <strong>in</strong><br />

many respects, result<strong>in</strong>g <strong>in</strong> <strong>the</strong> undue exercise <strong>of</strong> <strong>in</strong>fluence from<br />

higher orders <strong>of</strong> <strong>the</strong> political class on <strong>the</strong> lower orders <strong>of</strong> governments<br />

and <strong>the</strong>ir politicians.<br />
