<strong>in</strong>come levels. The elite class apparently has contributed <strong>in</strong><br />

impoverish<strong>in</strong>g <strong>the</strong> peoples <strong>of</strong> <strong>the</strong> region. This perhaps expla<strong>in</strong>s piero<br />

Gheddo’s view that <strong>in</strong> <strong>the</strong> third world, <strong>the</strong>re has not yet occurred <strong>the</strong><br />

birth <strong>of</strong> a new class with a more progressive spirit (see Offfiong,<br />

1980:47). This situation has ultimately affected <strong>the</strong> nature <strong>of</strong> <strong>Niger</strong>ian<br />

democratization and democracy, for which it has been described as<br />

warsped.<br />

Conclusion<br />

The struggle aga<strong>in</strong>st exploitation and mag<strong>in</strong>alization is an age<br />

old activity. History is replete with such struggles. This work only<br />

captured <strong>the</strong> little opposition by <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> aga<strong>in</strong>st <strong>the</strong> Federal<br />

government <strong>of</strong> <strong>Niger</strong>ia. The frustrations among <strong>the</strong> people have led to<br />

restiveness anger and bitterness. The implication is that <strong>the</strong> crisis<br />

might escalate to march those <strong>of</strong> Congo, Liberia, Chad or Sudan if<br />

steps are not taken to solve <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> problem. A stitch <strong>in</strong> time<br />

saves n<strong>in</strong>e. The Federal Government’s use <strong>of</strong> coercive force will only<br />

br<strong>in</strong>g about fur<strong>the</strong>r resistance and opposition.<br />

The Federal Government should <strong>the</strong>refore be s<strong>in</strong>cere <strong>in</strong> its<br />

desire to tackle <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> crisis. While avoid<strong>in</strong>g palliatives<br />

justice and fairness should be <strong>the</strong> guid<strong>in</strong>g pr<strong>in</strong>ciples.<br />
