Most importantly, <strong>the</strong> Will<strong>in</strong>ks commission concludes that “a<br />

feel<strong>in</strong>g or neglect and a lack <strong>of</strong> understand<strong>in</strong>g was widespread”… a<br />

case made for a special treatment <strong>of</strong> this area. This area require<br />

special treatment because it is poor, backward and neglected.<br />

The failure <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian Government after <strong>in</strong>dependence <strong>in</strong><br />

giv<strong>in</strong>g <strong>the</strong> desired attention to <strong>the</strong> development <strong>of</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong><br />

region <strong>in</strong> spite <strong>of</strong> its enormous contributions to <strong>the</strong> wealth <strong>of</strong> <strong>the</strong><br />

country stimulated Boro’s dream for self-determ<strong>in</strong>ation. As Boro<br />

proclaimed thus; “<strong>the</strong> Ijaws as may be seen from <strong>the</strong> list <strong>of</strong> <strong>Niger</strong>ian<br />

tribes were thus pronounced victims <strong>of</strong> a woolly adm<strong>in</strong>istration. Year<br />

after year we were clenched <strong>in</strong> tyrannical cha<strong>in</strong>s and led through a<br />

dark alley <strong>of</strong> perpetual political and social deprivation. Strangers <strong>in</strong><br />

our own country! Inevitable, <strong>the</strong>refore, <strong>the</strong> day would come when we<br />

shall fight for our long denied right to self-determ<strong>in</strong>ism”. Boro<br />

<strong>the</strong>refore saw <strong>in</strong>dependence <strong>Niger</strong>ia as a country besieged by all<br />

known social vices rang<strong>in</strong>g from tribalism, corruption, avarice,<br />

marg<strong>in</strong>alization, oppression political kill<strong>in</strong>gs, falsehood and patron –<br />

clientelism to electoral malpractice. It was aga<strong>in</strong>st this backdrop that<br />
