recommended <strong>the</strong> abrogation <strong>of</strong> <strong>the</strong> derivation pr<strong>in</strong>ciple. It thus led to<br />

<strong>the</strong> demise <strong>of</strong> <strong>the</strong> derivation pr<strong>in</strong>ciple <strong>in</strong> <strong>the</strong> country’s fiscal policy.<br />

Hence, <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong> land mass, equality <strong>of</strong> states and<br />

population, among o<strong>the</strong>rs, are devices be<strong>in</strong>g used today for revenue<br />

distribution without tak<strong>in</strong>g <strong>in</strong>to consideration <strong>the</strong> severe effects <strong>of</strong><br />

pollution that are damag<strong>in</strong>g <strong>the</strong> oil-produc<strong>in</strong>g region and perpetuat<strong>in</strong>g<br />

<strong>the</strong> marg<strong>in</strong>alisation <strong>of</strong> <strong>the</strong> Ijaw people. These people are bear<strong>in</strong>g <strong>the</strong><br />

brunt <strong>of</strong> <strong>the</strong> negative effects <strong>of</strong> oil exploration and exploitation.<br />

Indeed, <strong>the</strong>ir ecosystem and biodiversity are be<strong>in</strong>g systematically<br />

damaged. In addition <strong>the</strong>re is a depletion <strong>of</strong> those f<strong>in</strong>ite resources<br />

and fresh water is be<strong>in</strong>g contam<strong>in</strong>ated.<br />

Conclusion<br />

The federal should endeavour to resolve <strong>the</strong> crisis <strong>in</strong> <strong>the</strong> <strong>Niger</strong><br />

<strong>Delta</strong> peacefully <strong>in</strong>stead <strong>of</strong> adopt<strong>in</strong>g Macchiavellian tactics which<br />

could become costly for <strong>the</strong> <strong>Niger</strong>ian state.<br />

Indeed, <strong>the</strong> Kaiama Declaration drew attention to <strong>the</strong> loopholes<br />

<strong>in</strong> <strong>the</strong> <strong>Niger</strong>ian system, as contribut<strong>in</strong>g factors to <strong>the</strong> country’s<br />

unabated problems. However, <strong>the</strong> manner <strong>in</strong> which <strong>the</strong> federal<br />

character pr<strong>in</strong>ciple was practised has had distort<strong>in</strong>g effects.<br />

However, a most comprehensive policy must be formulated to<br />

reverse <strong>the</strong> predicament <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>. Efforts should be focused<br />

on development, job creation and reduction <strong>of</strong> poverty <strong>in</strong> order to<br />

improve <strong>the</strong> liv<strong>in</strong>g conditions <strong>in</strong> <strong>the</strong> area.<br />
