With respect to oil spillages, gas flar<strong>in</strong>g, blowouts, etc. which<br />

are gravely damag<strong>in</strong>g <strong>the</strong> ecosystem <strong>in</strong> Ijawland, <strong>the</strong>re have been no<br />

strong policy responses from <strong>the</strong> <strong>Niger</strong>ian state and <strong>the</strong> oil companies<br />

to tackle such problems confront<strong>in</strong>g <strong>the</strong> Ijaw people. Among o<strong>the</strong>rs,<br />

<strong>in</strong>vestigations <strong>of</strong> oil spillages by <strong>the</strong> <strong>Niger</strong>ian government had not<br />

<strong>in</strong>volved concrete steps to sanction those oil companies who were<br />

responsible for such irreparable damage. But <strong>the</strong> <strong>Niger</strong>ian authorities<br />

had always colluded with Shell, for example, to po<strong>in</strong>t f<strong>in</strong>gers at <strong>the</strong><br />

local communities as <strong>the</strong> ma<strong>in</strong> perpetrators. Accord<strong>in</strong>g to <strong>the</strong> Kaiama<br />

Declaration, “We are tired <strong>of</strong> gas flar<strong>in</strong>g, oil spillages, blowouts and<br />

be<strong>in</strong>g labelled saboteurs and terrorists”.<br />

However, <strong>Niger</strong>ia to rema<strong>in</strong> a political entity is imperative. As<br />

such, <strong>the</strong> Kaiama Declaration reaffirmed that <strong>the</strong> unity <strong>of</strong> <strong>Niger</strong>ia and<br />

Ijawland will rema<strong>in</strong> an <strong>in</strong>tegral part <strong>of</strong> <strong>the</strong> Federation.<br />

The<br />

Declaration has gone fur<strong>the</strong>r to stipulate that “The Federation should<br />

be run on <strong>the</strong> basis <strong>of</strong> equality and social justice”.<br />

Thus it<br />

emphasizes <strong>the</strong> effective participation <strong>of</strong> <strong>the</strong> respective ethnic<br />

nationalities <strong>in</strong> <strong>the</strong> socio-economic and political formation that is<br />

emerg<strong>in</strong>g <strong>in</strong> <strong>the</strong> new <strong>Niger</strong>ia s<strong>in</strong>ce <strong>the</strong> military disengaged from<br />

politics <strong>in</strong> May 1999. Certa<strong>in</strong>ly, <strong>the</strong> country has yet to truly reflect its<br />

federal character, among o<strong>the</strong>rs, <strong>in</strong> employments and appo<strong>in</strong>tments to<br />

federal positions. Hence, <strong>in</strong> <strong>the</strong> new <strong>Niger</strong>ia for <strong>the</strong>re to be a durable<br />

peace, stability and prosperity <strong>the</strong> pr<strong>in</strong>ciples <strong>of</strong> equality and social<br />
