exploration and exploitation by fail<strong>in</strong>g to <strong>in</strong>troduce, change and use<br />

new materials, i.e. flowl<strong>in</strong>es. However, <strong>the</strong>y cont<strong>in</strong>ue to use, among<br />

o<strong>the</strong>rs oil pipel<strong>in</strong>es which are more than thirty years old. This is one<br />

<strong>of</strong> <strong>the</strong> ma<strong>in</strong> reasons why <strong>the</strong> oil pollution is more frequent <strong>in</strong> <strong>the</strong> <strong>Niger</strong><br />

<strong>Delta</strong> (see e.g. Frynas 1998; Frynas 2000). Consequently, <strong>the</strong><br />

<strong>Niger</strong>ian authorities had failed to demand that <strong>the</strong> oil companies <strong>in</strong><br />

<strong>the</strong>ir oil exploration and production activities must ma<strong>in</strong>ta<strong>in</strong> and<br />

observe exist<strong>in</strong>g norms <strong>of</strong> <strong>in</strong>ternational standards such as <strong>in</strong> oil<br />

operations <strong>in</strong> Europe and North America. Why has <strong>the</strong> <strong>Niger</strong>ian state<br />

behaved <strong>in</strong> such a way Correspond<strong>in</strong>gly, <strong>the</strong>re are three answers 1[11]<br />

to <strong>the</strong> question:<br />

1 <strong>the</strong> urge to earn<strong>in</strong>g hard currency by <strong>the</strong> leadership and <strong>the</strong><br />

possibility open for loot<strong>in</strong>g, for example, over US$ 12 bn from<br />

<strong>the</strong> Gulf War w<strong>in</strong>dfall was unaccounted for under<br />

<strong>the</strong><br />

Babangida regime;<br />

2 partnership with Shell as such endors<strong>in</strong>g its actions regard<strong>in</strong>g<br />

failure to meet <strong>in</strong>ternational legal environmental standards; and<br />

3 <strong>the</strong> lack <strong>of</strong> concern about <strong>the</strong> depletion rate <strong>of</strong> oil m<strong>in</strong>eral<br />

resources compared to most o<strong>the</strong>r oil-produc<strong>in</strong>g countries<br />

where stark measures are <strong>in</strong> place to prevent depletion <strong>of</strong> oil<br />

resources, per se.<br />
