that would lead to a reduction <strong>of</strong> tensions <strong>in</strong> <strong>the</strong>se places. Indeed, it<br />

will lead to confidence build<strong>in</strong>g measures, mutual trust, conflict<br />

transformation and for a last<strong>in</strong>g peace between <strong>the</strong> Ijaw and Itsekiri,<br />

Ilaje, etc. who have had serious clashes <strong>in</strong> <strong>the</strong> past years over local<br />

government issues, land and resources, among o<strong>the</strong>rs. In addition,<br />

<strong>the</strong> <strong>Niger</strong>ian state must and should now beg<strong>in</strong> to promote <strong>the</strong><br />

pr<strong>in</strong>ciple <strong>of</strong> peaceful coexistence between <strong>the</strong> different ethnic and<br />

religious groups <strong>in</strong> order to put an end to <strong>the</strong> ongo<strong>in</strong>g ethnic and<br />

religious conflicts which could seriously lead to <strong>the</strong> fragmentation <strong>of</strong><br />

<strong>the</strong> country.<br />

The Declaration spells out that <strong>the</strong> security forces had been<br />

responsible for all k<strong>in</strong>ds <strong>of</strong> brutalities, <strong>in</strong>clud<strong>in</strong>g crimes as well as<br />

aid<strong>in</strong>g and abett<strong>in</strong>g <strong>the</strong> oil companies <strong>in</strong> <strong>the</strong>ir destruction <strong>of</strong> Ijawland<br />

through oil and gas exploration and production activities. Actually, to<br />

protect <strong>the</strong>se oil companies <strong>the</strong> security forces have and still are us<strong>in</strong>g<br />

extrajuridicial methods lead<strong>in</strong>g to <strong>the</strong> kill<strong>in</strong>g <strong>of</strong> <strong>in</strong>nocent civilians <strong>in</strong><br />

<strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>. The <strong>Niger</strong>ian authorities had applied <strong>the</strong> law <strong>of</strong> rule<br />

<strong>in</strong>stead <strong>of</strong> <strong>the</strong> rule <strong>of</strong> law <strong>in</strong> deal<strong>in</strong>g with local communities’ issues<br />

concern<strong>in</strong>g poverty, human rights and susta<strong>in</strong>able development. The<br />

oil companies have accused local communities <strong>of</strong> sabotages <strong>of</strong> oil<br />

<strong>in</strong>stallations, <strong>in</strong>clud<strong>in</strong>g damages to oil pipel<strong>in</strong>es. It has been argued<br />

that <strong>the</strong> mult<strong>in</strong>ational oil corporations, especially Shell had abused<br />

<strong>the</strong> <strong>in</strong>effective <strong>Niger</strong>ian environmental legislation regard<strong>in</strong>g oil and gas<br />
