The underly<strong>in</strong>g rationales <strong>of</strong> <strong>the</strong> December 11, 1998 Kaiama<br />

Declaration by Ijaw Youths were <strong>the</strong> problems <strong>of</strong> social exclusion,<br />

development and environmental degradation, among o<strong>the</strong>rs, fac<strong>in</strong>g<br />

<strong>the</strong> Ijaw people and its environs. True <strong>the</strong>re were more than four<br />

decades <strong>of</strong> exploitation and <strong>the</strong> failure <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian leadership to<br />

pay fuller attention to <strong>the</strong>ir predicament despite Boro’s warn<strong>in</strong>gs <strong>of</strong><br />

<strong>the</strong> 1960s. Dur<strong>in</strong>g <strong>the</strong> deliberations, many problems and issues were<br />

identified. They <strong>in</strong>clude 1[9]<br />

- “That <strong>the</strong> quality <strong>of</strong> life <strong>of</strong> Ijaw people is deteriorat<strong>in</strong>g as a result<br />

<strong>of</strong> utter neglect, suppression and marg<strong>in</strong>alization visited on<br />

Ijaws by <strong>the</strong> alliance <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian state and transnational oil<br />

companies.<br />

- That <strong>the</strong> political crisis <strong>in</strong> <strong>Niger</strong>ia is ma<strong>in</strong>ly about <strong>the</strong> struggle<br />

for <strong>the</strong> control <strong>of</strong> oil m<strong>in</strong>eral resources which account for over<br />

80 % <strong>of</strong> GDP, 95 % <strong>of</strong> national budget and 90 % <strong>of</strong> foreign<br />

exchange earn<strong>in</strong>gs. From which, 65 %, 75 % and 70 %<br />

respectively are derived from with<strong>in</strong> <strong>the</strong> Ijaw nation. Despite<br />

<strong>the</strong>se huge contributions, our reward from <strong>the</strong> <strong>Niger</strong>ian State<br />

rema<strong>in</strong>s avoidable deaths result<strong>in</strong>g from ecological devastation<br />

and military repression.<br />

- That <strong>the</strong> unabat<strong>in</strong>g damage done to our fragile natural<br />

environment and to <strong>the</strong> health <strong>of</strong> our people is due <strong>in</strong> <strong>the</strong> ma<strong>in</strong><br />
