<strong>the</strong> headquarters from Ogidegben to Ogbe-Ijoh.<br />

True, <strong>the</strong> security forces have committed all sorts <strong>of</strong> crimes,<br />

<strong>in</strong>clud<strong>in</strong>g rap<strong>in</strong>g <strong>of</strong> women <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> (see, e.g. The Guardian,<br />

November 12, 1999, pp 24 - 25, Lagos). Such attitudes by <strong>the</strong><br />

security forces led to a revenged attack aga<strong>in</strong>st <strong>the</strong>m by <strong>the</strong> youths,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> recent kill<strong>in</strong>g <strong>of</strong> 12 policemen. Consequently, it caused<br />

President Obasanjo to use <strong>the</strong> army aga<strong>in</strong>st <strong>the</strong> Egbesu youths at Odi<br />

that left many civilians killed as well as wanton destruction <strong>of</strong> <strong>the</strong><br />

town. Meanwhile, literature is abundant on how some African leaders<br />

and dom<strong>in</strong>ant groups have used <strong>the</strong> security forces aga<strong>in</strong>st <strong>the</strong>ir<br />

political opponents and o<strong>the</strong>r ethnic groups, to enable <strong>the</strong>m to stay <strong>in</strong><br />

power and as such perpetuate <strong>the</strong> exist<strong>in</strong>g status quo 1[7] . As regards<br />

<strong>Niger</strong>ia’s political terror <strong>in</strong>stitutionalised by <strong>the</strong> military leadership<br />

aga<strong>in</strong>st ethnic m<strong>in</strong>ority groups, Richard Joseph notes<br />

Ogoni militants perceived <strong>the</strong> <strong>Niger</strong>ian state as reflect<strong>in</strong>g a tight circle<br />

<strong>of</strong> causation: oil wealth f<strong>in</strong>anced a federal structure, controlled <strong>in</strong><br />

turn by specific communities, whose representatives were able to<br />

determ<strong>in</strong>e public policy and allocate national resources to ma<strong>in</strong>ta<strong>in</strong><br />

<strong>the</strong>ir material advantages and political sway. 2[8]<br />
