The Ijaws are a separate and dist<strong>in</strong>ct nationality <strong>in</strong>habit<strong>in</strong>g <strong>the</strong><br />

coastal region, ma<strong>in</strong>ly <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>, <strong>in</strong>clud<strong>in</strong>g Akwa-Ibom, Edo<br />

and Ondo states.<br />

There is a belief that Ijaws were <strong>the</strong> first<br />

<strong>in</strong>habitants <strong>of</strong> <strong>the</strong> territory <strong>of</strong> <strong>the</strong> present <strong>Niger</strong>ia. They are <strong>the</strong> fourth<br />

largest ethnic group <strong>in</strong> <strong>Niger</strong>ia.<br />

Their traditional occupation is<br />

fish<strong>in</strong>g.<br />

Meanwhile, <strong>the</strong> economic situation s<strong>in</strong>ce <strong>the</strong> 1980s and <strong>the</strong><br />

deliberate policies <strong>of</strong> <strong>the</strong> past <strong>Niger</strong>ian governments <strong>in</strong> neglect<strong>in</strong>g<br />

development and <strong>the</strong> environment <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>, despite <strong>the</strong><br />

goose that lays <strong>the</strong> golden eggs, which feeds and powers <strong>the</strong> country’s<br />

economy, flows beneath <strong>the</strong> surface ma<strong>in</strong>ly <strong>in</strong> that area. It has been<br />

argued that for more than three decades <strong>the</strong>re was no concrete<br />

strategy mapped out by <strong>the</strong> central government regard<strong>in</strong>g <strong>the</strong> creation<br />

<strong>of</strong> jobs and <strong>the</strong> reduction <strong>of</strong> social exclusion <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>, where<br />

<strong>the</strong>re is ample evidence <strong>of</strong> a large impoverishment among <strong>the</strong> local<br />

communities as a consequence <strong>of</strong> <strong>the</strong> oil exploration and exploitation.<br />

The area is polluted. For example, <strong>the</strong> livelihood <strong>of</strong> <strong>the</strong> Ijaw<br />

local communities had been gravely affected because <strong>of</strong> <strong>the</strong> oil<br />

exploration and exploitation which had and still is pollut<strong>in</strong>g waters,<br />

fish, wildlife, and creat<strong>in</strong>g barren land as well as gas flar<strong>in</strong>g caus<strong>in</strong>g a<br />

health hazard <strong>in</strong> <strong>the</strong> area. True, fish<strong>in</strong>g and farm<strong>in</strong>g, <strong>the</strong> ma<strong>in</strong><br />

occupations <strong>of</strong> <strong>the</strong> local communities are no longer economically<br />

viable and susta<strong>in</strong><strong>in</strong>g as a consequence <strong>of</strong> mass oil exploitation.<br />
