Indeed, <strong>the</strong> Will<strong>in</strong>k’s report had demonstrated <strong>the</strong> concerns <strong>of</strong><br />

ethnic m<strong>in</strong>orities such as <strong>the</strong> lack <strong>of</strong> development and social<br />

exclusion confront<strong>in</strong>g <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> which it referred to as <strong>the</strong> ‘Ijaw<br />

country’. This should be given top priority <strong>in</strong> development and <strong>the</strong><br />

problems addressed accord<strong>in</strong>gly. The report noted that <strong>the</strong> <strong>Niger</strong><br />

<strong>Delta</strong> is remote from <strong>the</strong> central government and not to be left beh<strong>in</strong>d.<br />

The state should focus on develop<strong>in</strong>g it to enable <strong>the</strong> <strong>in</strong>habitants to<br />

benefit from <strong>the</strong> ga<strong>in</strong>s <strong>of</strong> <strong>in</strong>dependence. In any case, successive<br />

<strong>Niger</strong>ian governments have so far failed to heed and follow up on <strong>the</strong><br />

aims <strong>of</strong> <strong>the</strong> report. One can argue that one <strong>of</strong> <strong>the</strong> weaknesses <strong>of</strong> <strong>the</strong><br />

Will<strong>in</strong>k Commission’s report was that it failed to make a<br />

recommendation for <strong>the</strong> creation <strong>of</strong> more regions <strong>in</strong> <strong>the</strong> country before<br />

<strong>in</strong>dependence, despite <strong>the</strong> fears expressed by <strong>the</strong> m<strong>in</strong>ority ethnic<br />

groups over human rights and dom<strong>in</strong>ation <strong>in</strong> <strong>the</strong> new formation.<br />

Recent developments have buttressed such concerns as <strong>the</strong> last two<br />

military regimes, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong> present political leadership which<br />

deployed <strong>the</strong> security forces aga<strong>in</strong>st <strong>the</strong> Ijaws and o<strong>the</strong>r m<strong>in</strong>orities <strong>in</strong><br />

<strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>, leav<strong>in</strong>g many <strong>in</strong>nocent civilians killed because <strong>the</strong>y<br />

questioned <strong>the</strong> rationale <strong>of</strong> <strong>the</strong> <strong>in</strong>justices <strong>of</strong> government policies<br />

concern<strong>in</strong>g development and human rights aspects <strong>in</strong> <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong>.<br />

Ken Saro-Wiwa and o<strong>the</strong>r Ogonis were victims <strong>of</strong> <strong>the</strong> Abacha regime<br />

<strong>in</strong> 1995. On 26 November 1999, President Obasanjo also deployed<br />
