The <strong>Niger</strong>ian state that succeeded <strong>the</strong> colonial state <strong>in</strong> 1960<br />

was mired, from its <strong>in</strong>ception, <strong>in</strong> a myriad <strong>of</strong> problems and issues<br />

which were unf<strong>in</strong>ished bus<strong>in</strong>esses before <strong>the</strong> colonial adm<strong>in</strong>istrators’<br />

exit. Those shortcom<strong>in</strong>gs <strong>in</strong> <strong>the</strong> colonial arrangements such as <strong>the</strong><br />

ethnic m<strong>in</strong>orities’ concerns well documented <strong>in</strong> <strong>the</strong> Will<strong>in</strong>k<br />

Commisson Report, federal structure, etc., however, were not critically<br />

exam<strong>in</strong>ed and were <strong>in</strong>adequately addressed by <strong>the</strong> post-<strong>in</strong>dependence<br />

elite. Thus those post-colonial elites who assumed political power at<br />

<strong>the</strong> central and three regions, respectively, were more <strong>in</strong>terested <strong>in</strong><br />

concentrat<strong>in</strong>g power, <strong>in</strong>clud<strong>in</strong>g a disproportionate share <strong>of</strong> <strong>the</strong><br />

country’s wealth <strong>in</strong> <strong>the</strong>ir ethnic base or regions than really work<strong>in</strong>g<br />

towards build<strong>in</strong>g a nation-state where all ethnic groups will be fairly<br />

represented at both federal and regional levels. However, <strong>the</strong> political<br />

rivalry between <strong>the</strong> three ma<strong>in</strong> ethnic groups, <strong>the</strong> Hausa, Yoruba and<br />

Ibo to have a piece <strong>of</strong> <strong>the</strong> cake at <strong>the</strong> national level was <strong>in</strong>deed one <strong>of</strong><br />

<strong>the</strong> crucial factors which led to <strong>the</strong> demise <strong>of</strong> <strong>the</strong> First Republic from<br />

1960 to 1966 (among o<strong>the</strong>rs, see Dudley 1973; Clark 1991; Amuwo<br />

et. al. 1999). In addition, <strong>the</strong> politics <strong>of</strong> dom<strong>in</strong>ation and social<br />

exclusion practiced by <strong>the</strong> ma<strong>in</strong> ethnic groups <strong>in</strong> <strong>the</strong> North, East and<br />

West led to <strong>the</strong> marg<strong>in</strong>alisation <strong>of</strong> m<strong>in</strong>orities such as <strong>the</strong> Ijaw,<br />

Urhobo, Isoko, Itsekiri, Edo and o<strong>the</strong>rs to be fully engaged <strong>in</strong> <strong>the</strong><br />

political process and o<strong>the</strong>r endeavours not only <strong>in</strong> <strong>the</strong>ir regions but<br />

also at <strong>the</strong> national level.<br />
