company to relocate from <strong>the</strong> region and <strong>the</strong> contract re-awarded to<br />

ano<strong>the</strong>r company about two years later. It is even more difficult still to<br />

understand why <strong>in</strong>nocent <strong>Niger</strong> <strong>Delta</strong>ns who are nei<strong>the</strong>r wealthy nor<br />

<strong>in</strong>volved <strong>in</strong> governance or <strong>the</strong> oil <strong>in</strong>dustry should be victims. Thus,<br />

follow<strong>in</strong>g <strong>the</strong> kidnap <strong>of</strong> Elechi Amadi, Pr<strong>of</strong>essor Wole Soy<strong>in</strong>ka, <strong>the</strong><br />

Nobel Laureate expressed concern over <strong>the</strong> identity and motives <strong>of</strong> <strong>the</strong><br />

kidnappers when he asked whe<strong>the</strong>r kidnapp<strong>in</strong>g was <strong>in</strong> fur<strong>the</strong>rance <strong>of</strong><br />

<strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> cause or done to discredit <strong>the</strong> cause.<br />

The popular view, particularly <strong>in</strong> government circles is that <strong>the</strong><br />

phenomenon <strong>of</strong> kidnapp<strong>in</strong>g is attributable to sheer crim<strong>in</strong>ality, and,<br />

worried by its tendency to underm<strong>in</strong>e security and stifle legitimate<br />

economic activities, various governments with<strong>in</strong> <strong>the</strong> region have<br />

moved to check it with Rivers and Imo States prescrib<strong>in</strong>g <strong>the</strong> death<br />

penalty for any culprit. The efficacy <strong>of</strong> such measures are however<br />

doubtful for at least two reasons. First, <strong>the</strong> imposition <strong>of</strong> <strong>the</strong> death<br />

penalty for armed robbery follow<strong>in</strong>g an unprecedented upsurge <strong>in</strong> its<br />

<strong>in</strong>cidence at <strong>the</strong> end <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian civil war <strong>in</strong> <strong>the</strong> 1970s has nei<strong>the</strong>r<br />

elim<strong>in</strong>ated nor led to any significant reduction, ra<strong>the</strong>r it has merely<br />

encouraged robberies with <strong>in</strong>creas<strong>in</strong>g violence and fatalities which<br />

goes to show that deep rooted social problems cannot be elim<strong>in</strong>ated<br />

by treat<strong>in</strong>g <strong>the</strong>m as mere <strong>in</strong>cidence <strong>of</strong> crim<strong>in</strong>ality that would<br />

disappear with <strong>the</strong> imposition <strong>of</strong> draconian penalties as deterrents.<br />

Second, and more importantly, <strong>the</strong> measure is doomed because it<br />

derives from a shallow and ahistorical understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> problem.<br />
