About 70 members attended the meeting. PRESIDENT’S REPORT The President, Mr. Pedro Ching presented his report to members in attendance at the meeting in relation to the CILT’s accomplishments and tasks achieved in the past year and reported his resignation as President of the Institute with effect from 1 October 2003 due to personal reasons. A highlighted transcript of his report is given below: HIGHLIGHTS OF THE YEAR Reclassification of Membership A new membership structure was adopted at the International Council Meeting held on 30 March and 1 April in Ottawa to replace existing “Associate Member” with “Member” and to coin a new post-nominal MILT for this grade. The existing post-nominals FCIT and MCIT for Fellow and Chartered Members will be changed to FCILT and CMILT respectively. The new membership structure and post-nominals titles will come into effect upon approval from the Privy Council towards the end of year 2003. Involvement in HKSAR Government policy making The Institute was represented at the Logistics Development Council of the Economic Development and Labour Bureau of the HKSAR Government and its subordinate H and S Project Groups, the Road Safety Council as well as the Transport and Logistics Board of the Vocational Training Council in the past year. Promote Public Awareness With the strong support from both the Western Harbour Tunnel Co. and the Mass Transit Railway Corporation Limited, and with their help, the public are now supplied with information on our Institute through the banner at the entrance of the Western Harbour Tunnel as well as advertising panels at escalator crowns and platforms of MTR stations. In addition, directional signs showing the exit to be used to go to our Institute’s office has also been put up at the Wanchai MTR Station. In addition, over the year, members of the Council have attended over 100 events including media interviews, conferences, seminars, social activities of relevant private organisations and governmental departments both locally and in China in either the capacity of interviewees, speakers, co-sponsors and participants. Value Added Services The Institute has made great efforts to seek value added services provided to its members. CILTHK Members can now enjoy exclusive privileges when purchasing from seventeen specified merchants by showing their membership cards. The CILTHK website has also been improved to be more user-friendly and to encourage usage. Two upgrades have implemented in March and June with new features such as “Chat Forum”, “Scheduler”, “Relevant Links”, “Career Opportunities” and “Book Renewal” having been included. To express the Institute’s whole-hearted thanks to its valued organization members’ generous and continuous support, they have been given free advertising space in the Institute’s newsletter as well as free recruitment advertisements on the Institute’s website in March. Annual General Meeting 2003<br />

<strong>CILTHK</strong> 2003 Annual General Meeting was successfully held on 18 September<br />

2003 at the Police Officers’ Club in Causeway Bay. About 70 members<br />

attended the meeting.<br />

PRESIDENT’S REPORT<br />

<strong>The</strong> President, Mr. Pedro Ching presented his report to members in<br />

attendance at the meeting in relation to the CILT’s accomplishments <strong>and</strong><br />

tasks achieved in the past year <strong>and</strong> reported his resignation as President <strong>of</strong><br />

successfully held at the Baptist University<br />

on 15 March 2003. Seven student teams<br />

took part in the event <strong>and</strong> 150 guests had<br />

been attracted with the Champion award<br />

finally been won by the City University <strong>of</strong><br />

Hong Kong. Moreover, to promote the<br />

interest <strong>of</strong> secondary school children in the<br />

field <strong>of</strong> transport <strong>and</strong> logistics <strong>and</strong> to<br />

provide students an opportunity to present<br />

high-quality analysis <strong>and</strong> innovative<br />

recommendations for Hong Kong logistics<br />

<strong>and</strong> transport policies, the <strong>Institute</strong><br />

organized the 1 st Student Essay<br />

Competition to all secondary schools in<br />

Hong Kong in February. <strong>The</strong> participating<br />

students, their supervising teachers <strong>and</strong><br />

parents were invited to attend a prize<br />

giving ceremony held in conjunction with<br />

the Student Day 2003.<br />

In addition to organizing such events,<br />

<strong>CILTHK</strong> also participated in the annual<br />

Education <strong>and</strong> Career Expo 2003 jointly<br />

organized by the Labour Department <strong>and</strong><br />

the Hong Kong Trade Development<br />

Council <strong>and</strong> gave career talks to members<br />

<strong>of</strong> various organizations <strong>and</strong> education<br />

institutions, including the Hong Kong<br />

International Terminals, Productivity<br />

Council, HKU SPACE, Hong Kong<br />

Polytechnic University, Hong Kong<br />

University <strong>of</strong> Science <strong>and</strong> Technology,<br />

Hong Kong Baptist University, City<br />

University <strong>of</strong> Hong Kong <strong>and</strong> SPEED <strong>of</strong><br />

Hong Kong Polytechnic University so as to<br />

extend the presence <strong>of</strong> the <strong>Institute</strong> <strong>and</strong><br />

to promote the pr<strong>of</strong>essionalism <strong>of</strong><br />

transport <strong>and</strong> logistics industries.<br />

Continuing Pr<strong>of</strong>essional<br />

Development<br />

Under the new Quality Assurance (QA)<br />

system, <strong>Chartered</strong> Members are required<br />

to participate in Continuing Pr<strong>of</strong>essional<br />

Development (CPD) activities to constantly<br />

update their knowledge <strong>and</strong> skills in order<br />

to maintain their pr<strong>of</strong>essional competence<br />

<strong>and</strong> technical knowledge. Members can<br />

be awarded CPD points by participating in<br />

activities such as monthly seminars <strong>and</strong><br />

quarterly visits organized by the <strong>Institute</strong> as<br />

well as other relevant workshops,<br />

conferences <strong>and</strong> research paper<br />

publication. <strong>The</strong>y are required to<br />

accumulate 200 points in two years.<br />

Finance<br />

<strong>The</strong> financial position <strong>of</strong> the <strong>Institute</strong> has<br />

never been so strong. <strong>The</strong> amount <strong>of</strong> cash<br />

in bank as at 31 July 2003 stood at a<br />

staggering HK$2.1 million plus. <strong>The</strong><br />

Council is fully aware <strong>of</strong> the position <strong>and</strong> is<br />

looking for avenues to make full use <strong>of</strong><br />

current sound financial position to bring<br />

further benefits to members.<br />

Membership<br />

Membership continues on the path <strong>of</strong> a<br />

healthy growth <strong>and</strong> as at 31 July, 2003<br />

total paid-up membership stood at an<br />

encouraging level <strong>of</strong> 1502. 5 Organisation<br />

Members have been elected in the past<br />

year.<br />

China Initiative<br />

Two examinations, one in “Certificate <strong>of</strong><br />

Foundations in <strong>Logistics</strong>” <strong>and</strong> the other in<br />

“Certificate for Supervisory Manager in<br />

<strong>Logistics</strong>” organized by the China<br />

Communications <strong>and</strong> Transport Association<br />

were held during the year with the<br />

syllabus <strong>and</strong> examination papers having<br />

been approved <strong>and</strong> recognised by the<br />

<strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> Transport in the<br />

United Kingdom. <strong>CILTHK</strong> assisted in vetting<br />

the Chinese translation <strong>of</strong> the questions.<br />

CILT INTERNATIONAL<br />

Mr. Pedro Ching, President <strong>and</strong> Mr. Joseph<br />

Tsui, Executive Director <strong>of</strong> <strong>CILTHK</strong> attended<br />

the International Council Meetings at<br />

Ottawa in March this year together with<br />

Pr<strong>of</strong>. C.K. Leung, International Vice<br />

President at Mauritius in November last<br />

year. Among items discussed were the<br />

adoption <strong>of</strong> the election <strong>of</strong> Mr. Peter<br />

O’Keefe, FCIT as the International<br />

President Elect as President for the term<br />

commencing 1 October 2003 till 30<br />

September 2005 <strong>and</strong> the creation <strong>of</strong> a<br />

new membership structure.<br />

PASSED SPECIAL RESOLUTIONS<br />

Pursuant to Section 21(7) <strong>of</strong> the<br />

Companies Ordinances, 36 special<br />

resolutions were passed at this AGM to<br />

amend the <strong>Institute</strong>’s Memor<strong>and</strong>um <strong>and</strong><br />

Articles <strong>of</strong> Association.<br />

PRESIDENT ELECT<br />

<strong>The</strong> AGM agreed to the election <strong>of</strong><br />

Mr. Leung Kong Yui, FCIT as the President<br />

Elect with a view to taking over from<br />

Mr. Pedro Ching, FCIT from October 2003<br />

for a term <strong>of</strong> 1 year. Mr. Leung had been<br />

the <strong>Institute</strong>’s Past President for the term<br />

1992-1993 <strong>and</strong> is currently the Chairman<br />

<strong>of</strong> Transport <strong>and</strong> <strong>Logistics</strong> Policy Committee<br />

<strong>and</strong> Council Member <strong>of</strong> the <strong>Institute</strong>.<br />

Tuen Mun Road Traffic Incident Independent<br />

Expert Panel - Views on Highway Safety<br />

<strong>The</strong> Transport <strong>and</strong> <strong>Logistics</strong> Policy<br />

Committee <strong>of</strong> our <strong>Institute</strong> discussed some<br />

<strong>of</strong> the issues relating to the Tuen Mun Road<br />

Traffic Incident on 10 July 2003 <strong>and</strong><br />

concluded our views as follows:<br />

1. <strong>The</strong> Tuen Mun Road incident reveals that<br />

there may be some fairly dangerous<br />

sections / locations on our highways.<br />

2. As a general principle, traffic accidents<br />

may be caused by three major factors:<br />

driving behaviour, road environment<br />

(including weather <strong>and</strong> road design) as<br />

well as mechanical fault <strong>of</strong> the vehicle.<br />

Significant improvements in vehicular<br />

mechanical design in recent years have<br />

made mechanical fault a lesser possible<br />

factor but problems with driving<br />

behaviour <strong>and</strong> road environment<br />

prevail. While drivers are to be held<br />

responsible for their driving attitude,<br />

government is liable for any accident<br />

caused by road design problems.<br />

3. Good road design practices should cater<br />

for the following aspects:<br />

(a) Appropriate road horizontal <strong>and</strong><br />

vertical alignment (compatible with the<br />

design speed <strong>and</strong> required sight lines);<br />

(b) Road marking <strong>and</strong> signage (to regulate<br />

dangerous weaving movements);<br />

(c) Road barriers / railings / fence, lightings<br />

<strong>and</strong> road pavement surfacing.<br />

4. When designing a new road <strong>and</strong><br />

associated facilities, there are many<br />

considerations including safety, cost<br />

effectiveness, maintenance requirements,<br />

aesthetic value <strong>and</strong> needs <strong>of</strong> the<br />

stakeholders.<br />

5. Designs are usually guided by design<br />

st<strong>and</strong>ards, which should be periodically<br />

updated as the aspirations <strong>of</strong> the<br />

community <strong>and</strong> the design considerations<br />

change over time. Many effluent<br />

countries, most noticeable, the US,<br />

Germany, UK, Australia, France <strong>and</strong> Japan<br />

have these updates on a fairly regular<br />

basis with the support <strong>of</strong> national road<br />

research laboratories.<br />

6. In Hong Kong, we have been following<br />

the UK st<strong>and</strong>ards but engineers have also<br />

kept track <strong>of</strong> the changes in st<strong>and</strong>ards in<br />

US <strong>and</strong> some other European countries.<br />

However, owing to the lack <strong>of</strong> local<br />

research <strong>and</strong> development support <strong>and</strong><br />

most importantly, financial constraint,<br />

Hong Kong has been observing these<br />

updates in design st<strong>and</strong>ards very<br />

prudently. Noticeable upgrading <strong>of</strong> design<br />

st<strong>and</strong>ards is only realized as exceptions<br />

rather than the rule.<br />

7. Although there is an obvious need for<br />

regular assessment <strong>of</strong> road pavement<br />

defects owing to changes <strong>of</strong> traffic<br />

loading, moisture attack <strong>and</strong> temperature<br />

induced damage, the Highways<br />

Department can only afford to carry out a<br />

comprehensive road defects survey every<br />

10 years <strong>and</strong> there seems to be little<br />

resources to follow up with the survey<br />

results such as research support <strong>and</strong><br />

development <strong>of</strong> programmes for<br />

improvement <strong>of</strong> road designs.<br />

8. Responding to persistent complaints <strong>of</strong><br />

confused road signage, the Transport<br />

Department conducted a thorough<br />

territory wide survey on road signage a<br />

few years back <strong>and</strong> recently formulated an<br />

improvement program. <strong>The</strong> program has<br />

yet to be implemented.<br />

9. Regarding the design <strong>of</strong> the parapets<br />

which the media has focused on at the<br />

Tuen Mun Road Incident, it is again a<br />

matter that warrants attention but<br />

unfortunately was not yet addressed<br />

before the disastrous happening. <strong>The</strong><br />

design <strong>of</strong> the parapet is indeed in line<br />

with international st<strong>and</strong>ards, which<br />

basically is the UK st<strong>and</strong>ard. <strong>The</strong> purpose<br />

<strong>of</strong> the highway parapets, as stated in the<br />

relevant specification, is to contain the<br />

vehicle within the highway. Now that a<br />

bus has crashed through the parapet <strong>and</strong><br />

fallen over the road, it is obvious that the<br />

parapet has not served its function to<br />

contain the vehicle at this highly<br />

hazardous spot.<br />

10. A bridge parapet design with higher<br />

containment is indeed available in the<br />

specification. Had the higher<br />

containment parapet been in place, the<br />

outcome <strong>of</strong> this accident would certainly<br />

be much less tragic. <strong>The</strong> specification<br />

states the parapet design with higher<br />

containment should only be considered<br />

for high-risk spots such as bridges over<br />

railway lines. However, it is up to the<br />

judgement <strong>of</strong> the responsible engineer<br />

to define which are high-risk spots.<br />

This should certainly be a point to be<br />

addressed when the relevant<br />

specifications are reviewed.<br />

11. To assist the review <strong>of</strong> high-risk spots,<br />

an extensive road survey <strong>and</strong><br />

consultation with stakeholders should<br />

be considered. At this moment <strong>of</strong> time,<br />

it is certainly crucial to identify these<br />

locations <strong>and</strong> formulate an<br />

improvement strategy in order to<br />

prevent similar disastrous accidents.<br />

Among other issues, the survey should<br />

examine whether the road designs<br />

including the traffic measures at<br />

individual locations are capable <strong>of</strong><br />

coping with the risks arising from the<br />

improved mechanical powers <strong>of</strong> the<br />

vehicles <strong>and</strong> the changes in the traffic<br />

mix in particular the increase in the<br />

proportion <strong>of</strong> heavy vehicles. In the<br />

process, reference should be made to<br />

the accident trends in particular the<br />

number <strong>and</strong> severity <strong>of</strong> accidents to<br />

ascertain the situation. Whether<br />

upgrading the parapets with high<br />

containment type as an improvement is<br />

a matter for further investigation. <strong>The</strong>re<br />

are probably other options as well.<br />

12. Admittedly, the upgrading <strong>of</strong> our<br />

highways to the highest st<strong>and</strong>ard<br />

requires enormous resources <strong>and</strong> is very<br />

unlikely to be achieved in one go. As a<br />

start, the Administration should<br />

prioritize, based on the level <strong>of</strong> risk, the<br />

cost-<strong>and</strong>-benefit <strong>of</strong> the improvement<br />

measures <strong>and</strong> other considerations, to<br />

address the most critical road sections.<br />

In the long run, the Administration<br />

should draw up a programme to<br />

implement improvement measures to<br />

our highways on a planned <strong>and</strong><br />

progressive basis. As highway safety is a<br />

matter <strong>of</strong> public interest, the<br />

Administration should publicize the<br />

outcomes <strong>of</strong> the review, consult the<br />

public about the proposed improvement<br />

measures, the programme <strong>of</strong> works <strong>and</strong><br />

keep the public informed <strong>of</strong> progress.<br />

Visit to Guangdong 27-29 July by a Delegation <strong>of</strong><br />

Pr<strong>of</strong>essional Associations in Hong Kong<br />

<strong>The</strong> Chairman <strong>of</strong> the Education & Training<br />

Committee represented the <strong>Institute</strong> in the<br />

delegation organized by the Hong Kong<br />

College <strong>of</strong> Technology with the assistance <strong>of</strong><br />

the Liaison Office <strong>of</strong> the Central People’s<br />

Government in the HKSAR. <strong>The</strong> <strong>14</strong>-member<br />

delegation was lead by Ms. Priscilla Lau Puiking,<br />

a representative <strong>of</strong> the National<br />

People’s Congress <strong>of</strong> PRC <strong>and</strong> Associate<br />

Pr<strong>of</strong>essor <strong>and</strong> Associate Head <strong>of</strong> Department<br />

On the morning <strong>of</strong> 27th, the delegates<br />

assembled at Kowloon Tong to board a<br />

coach <strong>and</strong> crossed the border via Man<br />

Kam To. <strong>The</strong>y firstly visited at the Pazhou<br />

International Exhibition <strong>and</strong> Conference<br />

Centre which is to be <strong>of</strong>ficially opened in<br />

October 2003 for the bi-annual Chinese<br />

Export Commodities Fair (Canton Fair).<br />

<strong>The</strong> Fair accounts for about 1/3 <strong>of</strong> the<br />

China’s general export volume every year.<br />

It has been honoured as “the barometer<br />

<strong>of</strong> China’s foreign trade”. <strong>The</strong> Service<br />

Manager <strong>of</strong> the Centre’s management<br />

company, Ms. CL Huang, greeted<br />

us warmly at the entrance <strong>and</strong><br />

showed us around the premises<br />

which possess 700,000 m²<br />

totally. <strong>The</strong> Centre has 16<br />

exhibition halls in 4 levels with net<br />

exhibition area reaches 300,000<br />

m². High-tech facilities such as a<br />

“breathing ro<strong>of</strong>” which is designed<br />

to exchange air automatically have<br />

been introduced to the exhibition halls.<br />

<strong>The</strong> morning’s tour at the Centre ended with<br />

a visit to the exhibition <strong>of</strong> the 1st Phase<br />

Design Plans <strong>of</strong> the Guangzhou University<br />

City. Plans <strong>and</strong> artist impressions <strong>of</strong> ten new<br />

universities specializing in Chinese Medical,<br />

Music, Design, Engineering, Agriculture,<br />

Education, Languages to be built in the<br />

University City were displayed.<br />

In the afternoon, we visited the Guangzhou<br />

New Baiyun International Airport which is<br />

still under construction <strong>and</strong> planned to be<br />

completed in 2005. <strong>The</strong> new airport is<br />

located at the junction <strong>of</strong> the North Renhe<br />

County <strong>of</strong> Baiyun District <strong>and</strong> the East<br />

Xinhua County <strong>of</strong> Huadu, 28 kilometers<br />

away from downtown Guangzhou, <strong>and</strong> 17<br />

kilometers from the current 53 years old<br />

Baiyun International Airport. Mr. HB Wang<br />

<strong>of</strong> the administrative <strong>of</strong>fice <strong>of</strong> the GZBY<br />

International Airport Relocation Project<br />

Headquarters gave a very comprehensive<br />

description <strong>of</strong> the layout <strong>of</strong> the airport with<br />

the aid <strong>of</strong> models. <strong>The</strong> new airport is<br />

designed with three runways to h<strong>and</strong>le 80<br />

million passengers <strong>and</strong> 2.5 million tons <strong>of</strong><br />

cargo a year, but only two runways will be<br />

constructed during the initial phase. <strong>The</strong> first<br />

phase <strong>of</strong> the project also includes the<br />

construction <strong>of</strong> a 300,000m² central<br />

passenger terminal complex with parking<br />

st<strong>and</strong>ings <strong>and</strong> associated roadways <strong>and</strong><br />

supporting facilities. L<strong>and</strong> is also<br />

reserved for the fourth runway.<br />

After Mr. Wang’s presentation, we were<br />

then led to tour the passenger terminal<br />

complex which was a very impressive<br />

building <strong>and</strong> was still under construction.<br />

<strong>The</strong> terminal complex is a huge steel<br />

structure in the form <strong>of</strong> a smooth gentle<br />

arch with full height glazed curtain wall <strong>and</strong><br />

tensioned fabric stretched from east to the<br />

west over the middle <strong>of</strong> the metal ro<strong>of</strong>.<br />

<strong>The</strong> visit in the morning <strong>of</strong> 28 th started with<br />

the Guangdong Provincial Department <strong>of</strong><br />

Labour <strong>and</strong> Social Security. We were well<br />

received by the Department’s Director Mr.<br />

Fang Chaogui, Deputy Director <strong>of</strong> the<br />

Division <strong>of</strong> Training <strong>and</strong> Employment Mr. Ge<br />

Guoxing, Director <strong>of</strong> Occupational Skill<br />

Testing Authority <strong>of</strong> Guangdong Mr. Zhou<br />

Guotian <strong>and</strong> Director <strong>of</strong> Guangdong Labour<br />

& Employment Service <strong>and</strong> Administration<br />

Centre Mr. Wang Guanyu. After over an<br />

hour’s fruitful discussion with Director Fang<br />

<strong>and</strong> his colleagues, we headed <strong>of</strong>f to visit<br />

the Department <strong>of</strong> Personnel <strong>of</strong> Guangdong<br />

Province Guangzhou.<br />

<strong>The</strong> Department’s Vice Director Mr. He<br />

Ganzin <strong>and</strong> the Vice Director <strong>of</strong> Guangdong<br />

Administration <strong>of</strong> Foreign Expert Affairs Mr.<br />

Zhong Minyan briefed us about the current<br />

situation <strong>of</strong> Guangdong’s skilled workforce<br />

<strong>and</strong> qualifications assessment practices.<br />

Guangdong has 3.4 million skilled workers<br />

<strong>and</strong> is ranked third in the country in terms <strong>of</strong><br />

number <strong>of</strong> skilled workers per ten thous<strong>and</strong>

populations. One hundred thous<strong>and</strong><br />

workers, mainly supervisory staff, are from<br />

Hong Kong <strong>and</strong> about 17 thous<strong>and</strong> <strong>of</strong><br />

them are permanently stationed in the<br />

province.<br />

Visits to the Guangzhou Association for<br />

Science <strong>and</strong> Technology <strong>and</strong> the Construction<br />

Commission <strong>of</strong> Guangzhou Municipality were<br />

arranged for the afternoon. At the<br />

Guangzhou Association <strong>of</strong> Science <strong>and</strong><br />

Technology, the Vice Chairman Mr. Li Sanjian<br />

<strong>and</strong> his colleague from the Department <strong>of</strong><br />

International Affairs <strong>and</strong> the Deputy Head <strong>of</strong><br />

the College <strong>of</strong> Science & Trade, Guangzhou<br />

University Dr. Li Jihai gave us a useful briefing<br />

on the operation <strong>of</strong> the Association. We<br />

were convinced that pr<strong>of</strong>essional institutions<br />

in Hong Kong are welcome to engage in<br />

cooperative arrangement with the<br />

Association in the establishment <strong>of</strong> relevant<br />

pr<strong>of</strong>essional qualification assessment<br />

partnerships. At the Construction<br />

Commission <strong>of</strong> Guangzhou Municipality, we<br />

were greeted by the Vice Director Mr. Lu<br />

Yuan <strong>and</strong> his colleagues <strong>and</strong> Ms. Cui<br />

Danqing, the Director <strong>of</strong> Protocol Division <strong>of</strong><br />

Foreign Affairs. Mr. Lu shared with us the<br />

very ambitious plan <strong>of</strong> the Commission in<br />

developing Guangzhou into an economic<br />

centre as well as a garden <strong>and</strong> cultural city.<br />

In the morning <strong>of</strong> 29 th , the delegation visited<br />

the Guangzhou Harbour Bureau at the<br />

Huangpu Terminal. <strong>The</strong> Deputy Director <strong>of</strong><br />

the Bureau Mr. Su Xingwang briefed us with<br />

the aid <strong>of</strong> a video presentation the<br />

development <strong>of</strong> the port <strong>of</strong> Guangzhou<br />

which consists <strong>of</strong> Humen Outer Harbour,<br />

Xinsha Terminal, Huangpu Terminal <strong>and</strong><br />

Guangzhou Inner Harbour. After the<br />

presentation, we were driven to the Xinsha<br />

Terminal to meet the General Manager Mr.<br />

Huang Yong. Mr. Huang showed us around<br />

the different terminal berths for h<strong>and</strong>ling<br />

coal, containers, general operation, bulk<br />

chemical fertilizer, bulk grain <strong>and</strong> general<br />

cargo.<br />

In the afternoon, we visited the Sun Yat-sen<br />

University which was also the final activity <strong>of</strong><br />

the exchange visit before we took a through<br />

train to return to Hong Kong. <strong>The</strong> Deputy<br />

Director <strong>of</strong> the Office <strong>of</strong> International<br />

Cooperation & Exchange Mr. Kiu Chunyang<br />

<strong>and</strong> Pr<strong>of</strong>essor TC Chen <strong>of</strong> School <strong>of</strong> Public<br />

Affairs <strong>and</strong> Management met us <strong>and</strong> shared<br />

with us their views on how pr<strong>of</strong>essional<br />

institutions can partner with the University to<br />

<strong>of</strong>fer training programmes in Hong Kong or<br />

in Guangzhou. <strong>The</strong> visit ended with a brief<br />

walk <strong>of</strong> the garden <strong>and</strong> a group photo in<br />

front <strong>of</strong> the motto <strong>of</strong> the University.<br />

<strong>The</strong> three days exchange visit was highly<br />

successful. It allowed members <strong>of</strong> the<br />

delegation to have a better underst<strong>and</strong>ing <strong>of</strong><br />

the workforce resources <strong>and</strong> qualifications<br />

structure <strong>of</strong> Guangdong as well as the<br />

transport <strong>and</strong> logistics development <strong>of</strong><br />

Guangzhou.<br />

Visit to West Rail<br />

West Rail is a 30.5km dedicated twintrack<br />

passenger railway with nine<br />

stations linking Sham Shui Po in West<br />

Kowloon with Tuen Mun in the North<br />

West New Territories. It will be the most<br />

environmentally-friendly railway in Hong<br />

Kong once opened.<br />

With the support from KCRC, a pre-visit<br />

to the West Rail was held on August 16<br />

with 40 participants. In view <strong>of</strong><br />

members’ overwhelming response to the<br />

visit, the quota <strong>of</strong> participants was<br />

increased from 30 to 40. But, we were<br />

still unable to satisfy the numerous<br />

registrations <strong>of</strong> more than 100. <strong>The</strong><br />

Committee sends its apologies for any<br />

disappointment caused to those<br />

interested members who failed to<br />

register.<br />

<strong>The</strong> visit commenced from Nam Cheong<br />

Station at 0930 hrs. Nam Cheong Station<br />

is at the south terminus <strong>of</strong> West Rail <strong>and</strong> is<br />

an important interchange station with MTR<br />

Tung Chung line. Following this, we went<br />

to Kam Sheung Road Station by coach.<br />

This station, which is above ground on<br />

viaduct, with the concourse at grade <strong>and</strong><br />

the platform at viaduct level, as we<br />

believed would become a new l<strong>and</strong>mark in<br />

the Kam Tin Valley in the short future. <strong>The</strong><br />

tour also led us to visit the Operations<br />

Control Centre <strong>and</strong> Pat Heung<br />

Maintenance Centre, the largest train<br />

depot in Hong Kong, to see how they<br />

operate. <strong>The</strong>y are equipped with the most<br />

up-to-dated facilities <strong>and</strong> with noise<br />

barriers having been installed so as to<br />

avoid any disturbances caused towards<br />

the nearby residents. Although the trip<br />

was pretty tiring lasting for around three<br />

hours, we greatly enjoyed it <strong>and</strong> were<br />

delighted to have the opportunity to visit<br />

the newest railway system in our<br />

territory.<br />

West Rail is scheduled to go into service<br />

toward the end <strong>of</strong> 2003 <strong>and</strong> we strongly<br />

believed that it will bring immense benefits<br />

to the people <strong>of</strong> Hong Kong.

On the result <strong>of</strong> the Pr<strong>of</strong>essional Qualifying<br />

Examination (PQE) in May 2003<br />

From the Chairman <strong>of</strong> the Education <strong>and</strong> Training Committee - Ho Shiu-fai<br />

C<strong>and</strong>idates who attempted the PQE in May will have<br />

already been notified <strong>of</strong> their examination results by now.<br />

If you still haven’t received a formal notification from us,<br />

please contact the <strong>CILTHK</strong> <strong>of</strong>fice.<br />

A total <strong>of</strong> 85 c<strong>and</strong>idates attempted the May examination <strong>and</strong><br />

the overall average score for the twelve papers was 49.38%.<br />

This result is higher than the PQE <strong>of</strong> last year. Among all the<br />

subjects, the E-business for Transport & <strong>Logistics</strong> (II.2) recorded<br />

the highest average score <strong>of</strong> 58.6%. <strong>The</strong> nearby table <strong>and</strong><br />

chart show the pass rate <strong>and</strong> the average score for the<br />

twelve papers.<br />

<strong>The</strong> highest pass rate was 80% in Global Supply Chain<br />

Management (III.1), <strong>and</strong> followed by the Marketing &<br />

Service Management (III.3) with the pass rate <strong>of</strong> 78.57%.<br />

One c<strong>and</strong>idate passed all <strong>of</strong> 3 papers <strong>of</strong> level III with<br />

distinction, an example to show our members that a good<br />

result is not difficult to attain if you can spend a little more<br />

effort to prepare for the exam.<br />

watch the trend closely <strong>and</strong> review our plans for future<br />

Becky P.Y. Loo is a Lecturer in the Department <strong>of</strong> Geography at <strong>The</strong> University <strong>of</strong> Hong Kong. Her major research interests<br />

actively contributed to the quality assurance <strong>and</strong> the revamping <strong>of</strong> syllabuses in the Pr<strong>of</strong>essional Qualifying Examination in the past two years. At<br />

present, she is the Deputy Education <strong>and</strong> Training Officer <strong>of</strong> the <strong>Institute</strong>, a Fellow <strong>of</strong> the Geographical/L<strong>and</strong> Information System Research Centre<br />

(GISRC), Honorary Treasurer <strong>of</strong> the Hong Kong Geographical Association (HKGA), Chairperson <strong>of</strong> the Sixth Form Geography Subject Committee<br />

in the Hong Kong Examinations <strong>and</strong> Assessment Authority (HKEAA), a member <strong>of</strong> the Road Safety Research Committee <strong>of</strong> the Road Safety<br />

Council <strong>and</strong> a member <strong>of</strong> Hong Kong Society for Transport Studies (HKSTS), Hong Kong <strong>Logistics</strong> Association (HKLA) <strong>and</strong> <strong>Institute</strong> <strong>of</strong> Transport<br />

Studies (ITS) at the University <strong>of</strong> Hong Kong. She is also the programme co-ordination <strong>of</strong> the Master <strong>of</strong> Arts in Transport Policy <strong>and</strong> Planning<br />

programme at the University <strong>of</strong> Hong Kong.<br />

Ms. Vicky Koo, MCIT<br />

Koo Wai Ming, Vicky, is a graduate from the University <strong>of</strong> Hawaii majoring in Transportation. Ms. Koo is currently<br />

undergoing a Master program in Business Systems <strong>of</strong>fered by Monash University in Australia.<br />

Presently employed by Avery Dennison, a world leader in pressure-sensitive materials as Supply Chain Manager for Greater China.<br />

Prior to Avery Dennison, Ms. Koo worked in various multi-national firms in shipping <strong>and</strong> manufacturing sectors. She has been<br />

instrumental in establishing supply chain management to reduce cycle-time <strong>and</strong> cost while improving customer satisfaction.<br />

Ms. Koo was elected as the Director <strong>of</strong> Social Events for CILT Singapore from 1995 to 1998. During her service, various<br />

technical visits, seminars <strong>and</strong> training have been organized with overwhelming response from industry practitioners. Upon<br />

return from Singapore to Hong Kong in 1998, she has been increasingly involved in the development <strong>of</strong> supply chain<br />

activities in China <strong>and</strong> is devoted to support the growth <strong>of</strong> this industry in the major manufacturing cities in China.<br />

She is honored to be invited as the Council Member for CILT Hong Kong. Her qualification <strong>and</strong> experience in logistics <strong>and</strong> supply chain<br />

management will obviously bring benefits to the <strong>Institute</strong> both internally <strong>and</strong> externally.<br />
