CILT International Council
Meeting
27th - 31st May 2008, Hong Kong
The Chartered Institute of Logistics and Transport held its international
meeting in Hong Kong this year. The meeting lasted for a whole week.
The event included meetings, an international conference, dinners and
technical visits. Representatives from 23 countries attended the meeting.
Hong Kong CILT office worked on this important event for the whole year
and the meeting had run smoothly.
The office received strong support from office bearers of the Hong Kong
Council including Dr. Stephen Ho, Mr. Sunny Ho and Prof. Anthony Yeh in
the organisation of the International Conference, Mrs. Miranda Leung in
staging the Gala Dinner, Ir Dr. David Ho for preparing the President Dinner,
Ir Paul Tsui for organising the first International Young Members Day and
Mr. Frankie Yick and Mr. Tsang Wing-hang in the sponsorship liaison for
the Tram Party and President Dinner.
Thanks to our logistics and transport companies which supported the
technical visits.
No doubt, Hong Kong being a vibrant city, is an attractive place for
meetings and conferences.
Strategic Review
In 2004 the International Council endorsed the Strategic Plan for CILT
International. The strategy focused on the expansion of international
membership and professional development. The Plan led to the formation of
the International Management Committee acting as the operating body of
the International Council.
Professor Alan Waller (IVP and President CILT UK) undertook a review of the
strategy in mid 2007. Professor Waller’s advice was that whilst much of the
strategy was effective, change was needed to improve the financial position of
CILT International and to obtain more involvement of the CILT international
“family”.
In this regard, Professor Waller noted that the current capitation fee model
did not encourage membership growth in that Councils that gained more

members actually paid more to HQ. In this sense the
model was regressive and a more progressive model
was needed. Another observation by Alan Waller was
the centralised administration of the Institute and there
was opportunity to leverage off the existing facilities
of other Councils to reduce the central administration
costs. Finally, the Management Committee had proved
effective and it was then time to give more breadth to
the responsibilities of the Committee taking on a full
audit role on the performance of all Councils as well as
initiating development opportunities.
The International Council accepted the following
recommendations raised by the Management
Committee:
• That the benefits derived from membership of CILT International be reflected in the fees paid by the CILT family.
• That a Value-based model be introduced to reflect the value of CILT membership
• The Management Committee be directed to establish the framework for establishing a value-based fee in consultation with the
Councils concerned
• The membership contributions to be used in the development of CILT International with a provision for development grants to assist
in membership establishment and growth
• The value-based fees be introduced in 2009
• That the structure of National Councils and Independent Sections be replaced by the Levels of 1 and 2 Councils
• That the functions of finance and administration, membership and education be undertaken with the existing resources of CILT UK,
CILT Hong Kong and CILT Ireland respectively.
• That the replacement of Director General be completed by the end of 2008
Financial Performance
The financial result for the year 2007 was a deficit of five thousand pounds. Nonetheless, this result was a marked improvement
on the previous three years. One of the difficulties in meeting budget in the past years was the relatively high cost of maintaining
the administration of CILT International. It was estimated that these costs would be reduced markedly in future with the proposed
outsourcing of the various administrative functions.
The 2008 budget provides for a surplus as will the budgets for 2009 and 2010.
Election and Appointments
The International Council voted unanimously for Mr. Len Harper (CILT Australia) to be the President Elect, who would automatically
take up as International President at the International Council Meeting in May 2009.
The International Council also appointed Mr. KY Leung (IVP and Immediate Past President, CILT HK) to succeed Mr. Len Harper as
Chairman, International Management Committee with effect from 1st January 2009.
Mr. John Kinley, Director Finance would retire on 30th June 2008 and his role would be taken up by Mr. Richard Ebbage, Director of
Finance and Operations, CILT UK.
Membership & Education (M&E)
As the international council member responsible for membership
and education, Dr. Dorothy Chan FCILT chaired the M&E Committee
meeting on 27th May and the Education Workshop on 28th May.
An important paper on Revised Requirements and Procedures for
Accreditation Standards for Training Institution was discussed on
two days.
The paper was the outcome of a review commissioned by the
International President, Richard Hunt. As a professional institute,
quality is sine qua non and accreditation is a key process in
quality assurance. Our core business is to promote excellence in
professionalism and the Institute is committed to achieve this.

Transport and logistics is increasingly dominant in countries and cities and the Institute is growing and developing Councils and
branches in more countries. Accreditation will become a key activity in these newly developed territories.
The paper presented to International Council explains and formalises existing practices on accreditation. Policies on accreditation
are developed by International Development Officer and Director General in consultation with Chairperson of M&E Committee.
Briefly, accreditation of training providers for the provision of International Professional Qualification Programmes viz. International
Certificate in Logistics and Transport, International Diploma in Logistics and Transport and International Advanced Diploma in Logistics
and Transport will observe the following steps:
1. Application • Director General/International Development Officer receive applications
received • Chairperson of M&E to be consulted on who should undertake accreditation
• The ‘responsible’ party would examine the application
2. Validation & • Visit to institution by respective International Vice President or International Development Officer or
Documentation Director General and a member of local section
• ‘Responsible’ party above to examine submission and check comments/recommendations are met
• Requirements on moderation of all exam questions and papers to be set out
• Local Councils to be involved in the process
3. Consultation • Inform Chairman of Membership & Education on decision on approval
& Approval • Communicate recommendation to Director General and/or International Development Officer
• Agreement signed if positive decision and either an action plan issued if not refusal with reasons to justify
decision
• Local Councils to sign as witness
• Inform CILT Ireland nominated council office responsible for education administration for record
4. Quality Assurance • “CILT orientation” training course if recommended to be organised
& Communication • Contact maintained through respective local Councils, International Vice President, or visiting officer and or
visits by a nominated representative of Management Committee.
• Quality assurance to be part of performance review for International Councils.
5. Records & Reports • Responsible party to update records to Director General/International Development Officer/CILT Ireland of
the accredited institutions and training providers. The same applies to National Councils on accreditation
exercises conducted on degree programmes
• Update CILT training section of website as appropriate
As the Institute expands into different places, the M&E
Committee drew to the attention of International Council,
practices that should be considered on the participation
Councils in accreditation activities within and outside their
territories. The Council considered the following summary
and agreed to adopt it as the framework subject to review as
required:
Recommendations:
1. Level 1 and 2 Councils have the right of veto over the
accreditation of any third party education provider for any
CILT education programmes in their territory.
2. The veto must be reasonably substantiated with the reasons
for veto addressed to the Director General.
3. It was agreed that accreditation of degree programmes leading to Chartered Membership would be undertaken by CILT
International / Level 1 Councils.
4. The respective roles of Level 1 Councils would be:
(a) Degree programmes offered within Level 1 Council territory would be accredited by the local Council.
(b) Degree programmes accredited by a local Level 1 Council and offered both locally and in other territories, the Level 1 Council
which conducted the accreditation should inform the Councils of the other territories. Previous accreditation conducted in the
original territory would be respected as far as possible but the same standard must be maintained in different territories.
(c) Degree programmes delivered a Level 2 Council or in places where there are no Councils, applications for accreditation would
be handled by CILT International.
(d) Degree programmes delivered in a Level 1 Council territory seeking accreditation from another Level 1 Council, no accreditation
would be taken by the latter without the consent of the local Level 1 Council.

It is also proposed that only the International Council
has the right to overturn any veto having in mind
the policy of the Institute to widen access to training
and education. As this had not been discussed, it
was agreed this be withheld. The set of guidelines
would be reviewed.

Executive Directors’ Meeting
The meeting was chaired by Steven Agg, Chief
Executive of CILTUK and the following highlights
were discussed:
Changes in CILT Income Model
The meeting noted that the current income model
cannot be sustainable. Much debate was focused
on the proposed change from the existing income
model from capitation basis to the licensing model whereby the capitation model was based on per-member basis to per-licence basis for
the use of CILT brand name. The exact model to be used has yet to be confirmed.
Outsourcing of CILT International core activities
The meeting was informed that CILT International will outsource the following activities to the National Councils below:
➢ Education – CILT Ireland wef 1st April 2008
➢ Membership- CILT Hong Kong wef 1st July 2008
➢ Finance/Charter/Governance - CILTUK wef 1st April 2008
Use of International website
The new International website was up and running and the Director General encouraged National Councils would provide more news/
update information e.g. transport and logistics policy papers/view of national transport and logistics policy for sharing on the CILT
International website to make it more vibrant and dynamic.
Use of CILT World
Given the financial constraint, the meeting noted that from 2008 onwards, hard copy of CILT World would be produced once every year
and it would be supplemented by electronic newsletter issued once every 2 to 3 months.
Compression of committee meetings
It was the intention of the Council to compress various committee meetings from 2 days to 1 day in future International Council Meeting.
Procedure Manual
The meeting noted that the procedure manual would be produced by end of 2008 for all National Councils and sections to follow.
Communications and Publications Committee
The meeting was chaired by Stephen Rinsler, International VP from CILTUK and the following highlights were discussed:
Mission and Strategy
Given the constraints of the budget, there is a need to maximise the use of the web or other digital technology in communicating of
added value information services to members.
Organisation
There will be two levels of inclusive involvement. Firstly, there will be a virtual committee of Vice-Presidents (VPs) who will meet face
to face once a year. Other meetings will take place using Skype or equivalent on a quarterly basis. The following VPs will join the virtual
committee:

The Executive Committee will be charged with executing the strategy and ensuring that the publishing dates are met and that systems
exist to ensure rapid electronic dissemination of CILT publications.
CILT World hard copy and electronic CILT newsletter
There will be at least one CILT World hard copy magazine each year that will be sent to each member before the AGM. The hard copy will
include all the necessary legal documents required for the use in AGM. It is to be supplemented by electronic CILT newsletter issued once
every two to three months. Contribution from all National Councils and sections is vital. The Executive Committee will also explore, plan and
deliver the exploitation of the CILTUK knowledge databases. Comments from members’ feedback on what they like about CILT(e-) World and
what they would like to see in them are most welcomed.
Future International Council Meetings
The International Council accepted the offer from CILT Mauritius and CILT Malta to host the International Council Meetings in 2009 and
2010 respectively.
CILT International Young Members Day cum CILTHK YMC Annual Dinner
The first CILT International Young Members Day was introduced for the purpose to enhance the bonding of young members with the Institute,
and to provide an occasion for young members coming from different countries to share their experiences. The event was successfully held on
27th May at the Hong Kong Polytechnic University campus with 19 local young members and 12 from overseas. Young members from Australia,
Nigeria, Hong Kong and UK introduced the transport and logistics developments in their countries. They then attended an open forum for a
discussion and sharing of knowledge and ideas regarding sustainable and strategic development of young membership system. Young members
were invited to give a presentation on their discussion before the Council on 29th May. The day-programme was concluded by a bus tour around
Hong Kong, Kowloon and New Territories. More than a sight-seeing trip, overseas members have been brought to spots where infrastructures of
transport and logistics, terminals are situated.
The CILTHK YMC Annual Dinner held in the evening at the Kowloon Cricket Club marked the finale of the exciting International Young Members
Day. 39 local and overseas members joined the buffet dinner, and the event was honoured by the presence of the International President,
Director General and members of the CILT International Council. The programmes of the evening included games, lucky draws, performances by
live bands and singing. The memorable evening ended with huge amount of laughter and everlasting friendship.

40th Anniversary Gala Dinner 2008

The year 2008 marks the 40th Anniversary of the Chartered Institute of
Logistics and Transport in Hong Kong (CILTHK). It is an opportune time for
us to celebrate the accomplishments of the Institute over the years and to
reinforce the close bonds already built up with members, industry sectors
and the community.
One of the major celebratory events was the Gala Dinner 2008 on 29th May
at Conrad Hong Kong. Everyone who had come to the Gala Dinner would
agree that it was indeed a precious and joyous occasion for reunion. Over
400 guests from the CILT international family and the local transport and
logistics industry joined the Dinner. The Honourable Ms. Eva Cheng, JP,
Secretary for Transport and Housing, was the Guest of Honour. Trophy
of CILT Award 2007, Fellow Membership Certificates and Organisation
Membership Certificate were presented at the Dinner.

CILT International Conference
“Globalisation of Logistics and Transport – East Meeting
West”, 30th – 31st May 2008
It is no doubt that Hong Kong is a showcase
for urban transport and logistics hub. She has
the world’s best multi-modal public transport
system and airport; world’s biggest single cargo
terminal; third busiest container port; and one
of the busiest cross border freight traffic. She
is a gateway to Greater China and Asia Pacific.
The CILT International Conference held at Hong
Kong Convention and Exhibition Centre was
officiated by Mr. Jack So, Chairman of HKTDC
and Former President of CILT International
on 30th May. Following the most thoughtprovoking
and information-packed Keynote
Address by Mr. Stanley Hui, CEO of AAHK, on
“Globalisation of Logistics and Transport – East
Meeting West”, three plenary speeches from
Mr. Zhang Yansheng, Mr. Charles de Trenck
and Mr. Zhao Jie were delivered in the morning
session. We were honoured with the presence
of all renowned keynote and VIP speakers
including Chinese Government Officials,
academics, industry practitioners, bankers and
consultants. They shared with the audience on
the latest information and development of the
logistics and transport industries.

Conference Dinner cum President
Dinner, 30th May 2008
It was a harbour cruise dinner on board of Bauhinia. The
cruise sailed around the Victoria Harbour. “A Symphony
of Lights” was displayed to mark the opening of the
dinner gathering of conference participants, delegates and
members of CILT international family.

Joint Seminar - Safety Culture in
the Transport Industry: A Western
Australian Journey, 28th April 2008
The seminar was co-organised with IOSH and HKARMS at the Hong Kong
Polytechnic University. Miss Catherine Wallace, the speaker, is a member of
CILT Australia and is the Occupational Safety & Health Manager for Western
Australia's Public Transport Authority (PTA). Catherine shared her experience
in changing the safety culture of an organisation especially the journey PTA
has taken thus far and its path for the future.

Joint Seminar on Road Trap &
Mechanical Safety Device,
26th June 2008
In regard to the tragic road accident happened in Sai Kung on 1st May, Ir Lo
Kok-keung, Engineer of the Department of Mechanical Engineering of the
Hong Kong Polytechnic University, gave a talk to members of CILTHK, HKIE-
SSC, HKIE-MMNC and HKARMS on the subject topic. During the seminar,
Ir Lo introduced the characteristics of two mechanical safety devices -
Automatic Trap Canvas for Dumper Truck and Automatic Hazard Warning
Indicator Lamp Flash Controller, developed by him. He explained how the
devices were able to reduce traffic and industrial accident.

YMC Seminar "Logistics Trend and
Development" - 21st April 2008
The seminar was delivered by Mr. Edward Hui, the Country Manager for Hong Kong,
Macau and South China of DHL Global Forwarding Ltd, on 21st April 2008. About twenty
participants were impressed by the informative talk presented by Mr. Hui on the current
present situation and the prospect of the logistics industry. Different perspectives on viewing
the current economic and market conditions were considered. Students remarked that the
information given in the seminar inspired them to think in-depth about the development
and trend of the logistics industry.

One of the subsidiaries of The Dairy Farm Company Ltd - IKEA Division (Ingvar Kamprad
Elmtaryd Agunnaryd), owns a seamless supply chain with its business both in Hong Kong
and globally. YMC's site visit to this miraculous furniture
empire was a success. We were all pleased to receive
the presentation given by Mr. Stanley Wong, the Retail
Logistics Manager of IKEA. Mr. Wong introduced IKEA
to us the concept of founder and its Hong Kong retail
logistics operation including the IKEA Diamond. He
presented to us the IKEA's vision "To create a better
everyday life for the many people". Our participants
were all contented with Mr. Wong's comprehensive
presentation, and asked many questions about IKEA's
supply chain's operation.

YMC Seminar "Airport Planning and Airport Business
- 23rd June 2008
The seminar was delivered by Mr. Chapman Fong, Assistant General Manager - Sea
Transport Landside Business of Airport Authority Hong Kong. Over twenty participants
were impressed by the informative speech on the present situation and future
development of the Hong Kong International Airport. Mr. Chapman Fong shared
with young members his knowledge on recent conditions on
manpower and recruitment market. Students

YMC Student Scholarship 2008

Short-listed candidates will be invited to present their submissions in mid August. Three
scholarships of HK$10,000 each shall be awarded and presented at the AGM 2008 in September.
YMC Forthcoming Activity
YMC visit: DHL Central Asia Hub, 24th October 2008
Student Members and Affiliates will have a chance to visit DHL Central Asia Hub on 24th October 2008. The Hub is an air express cargo
facility at Hong Kong International Airport purpose-built in 2004. Its total investment is over HK$1.6 billion and occupies about 35,000
square meter land area after its expansion by mid 2008. Through significant investments in infrastructure, technology and network, it
can handle over 35,000 parcels and 40,000 documents per hour. It is strengthening Hong Kong's position as a leading regional Hub: over
70% of DHL's China in- and out-bound shipments are routed through HK. .
It is the important facility of DHL, and members should visit it during 15:30-17:30 on 24 October 2008 (Fri). For more information, please

The Transport Policy Committee has submitted 3 policy agenda to Transport and Housing Bureau, Environment Bureau and Labour and
Welfare Bureau respectively on 25th June 2008.
Past successes, latest challenges
Hong Kong has an enviable traffic and transport system. We have high levels of public transport usage and low levels of car ownership.
But there are many challenges. With prosperity, congestion is becoming a problem once again. We must also urgently improve air quality
at the roadside.
A better future: Citizen-centred policy making
We believe these challenges are in fact opportunities. Hong Kong people understand the issues, and look to Government to provide
the vision and plans to address them. The necessary actions will put our citizen’s health at the heart of policy making, and will thereby
command the support of the community.
In view of the challenges and citizen’s expectation, the policy proposal has outlined a framework of action for the Government’s
consideration in the 2008-2009 Policy Address.
