CILT International Council<br />

Meet<strong>in</strong>g<br />

27th - 31st May 2008, Hong Kong<br />

<strong>The</strong> <strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> held its <strong>in</strong>ternational<br />

meet<strong>in</strong>g <strong>in</strong> Hong Kong this year. <strong>The</strong> meet<strong>in</strong>g lasted for a whole week.<br />

<strong>The</strong> event <strong>in</strong>cluded meet<strong>in</strong>gs, an <strong>in</strong>ternational conference, d<strong>in</strong>ners <strong>and</strong><br />

technical visits. Representatives from 23 countries attended the meet<strong>in</strong>g.<br />

Hong Kong CILT <strong>of</strong>fice worked on this important event for the whole year<br />

<strong>and</strong> the meet<strong>in</strong>g had run smoothly.<br />

<strong>The</strong> <strong>of</strong>fice received strong support from <strong>of</strong>fice bearers <strong>of</strong> the Hong Kong<br />

Council <strong>in</strong>clud<strong>in</strong>g Dr. Stephen Ho, Mr. Sunny Ho <strong>and</strong> Pr<strong>of</strong>. Anthony Yeh <strong>in</strong><br />

the organisation <strong>of</strong> the International Conference, Mrs. Mir<strong>and</strong>a Leung <strong>in</strong><br />

stag<strong>in</strong>g the Gala D<strong>in</strong>ner, Ir Dr. David Ho for prepar<strong>in</strong>g the President D<strong>in</strong>ner,<br />

Ir Paul Tsui for organis<strong>in</strong>g the first International Young Members Day <strong>and</strong><br />

Mr. Frankie Yick <strong>and</strong> Mr. Tsang W<strong>in</strong>g-hang <strong>in</strong> the sponsorship liaison for<br />

the Tram Party <strong>and</strong> President D<strong>in</strong>ner.<br />

Thanks <strong>to</strong> our logistics <strong>and</strong> transport companies which supported the<br />

technical visits.<br />

No doubt, Hong Kong be<strong>in</strong>g a vibrant city, is an attractive place for<br />

meet<strong>in</strong>gs <strong>and</strong> conferences.<br />

Strategic Re<strong>view</strong><br />

In 2004 the International Council endorsed the Strategic Plan for CILT<br />

International. <strong>The</strong> strategy focused on the expansion <strong>of</strong> <strong>in</strong>ternational<br />

membership <strong>and</strong> pr<strong>of</strong>essional development. <strong>The</strong> Plan led <strong>to</strong> the formation <strong>of</strong><br />

the International Management Committee act<strong>in</strong>g as the operat<strong>in</strong>g body <strong>of</strong><br />

the International Council.<br />

Pr<strong>of</strong>essor Alan Waller (IVP <strong>and</strong> President CILT UK) under<strong>to</strong>ok a re<strong>view</strong> <strong>of</strong> the<br />

strategy <strong>in</strong> mid 2007. Pr<strong>of</strong>essor Waller’s advice was that whilst much <strong>of</strong> the<br />

strategy was effective, change was needed <strong>to</strong> improve the f<strong>in</strong>ancial position <strong>of</strong><br />

CILT International <strong>and</strong> <strong>to</strong> obta<strong>in</strong> more <strong>in</strong>volvement <strong>of</strong> the CILT <strong>in</strong>ternational<br />

“family”.<br />

In this regard, Pr<strong>of</strong>essor Waller noted that the current capitation fee model<br />

did not encourage membership growth <strong>in</strong> that Councils that ga<strong>in</strong>ed more<br />

members actually paid more <strong>to</strong> HQ. In this sense the<br />

model was regressive <strong>and</strong> a more progressive model<br />

was needed. Another observation by Alan Waller was<br />

the centralised adm<strong>in</strong>istration <strong>of</strong> the <strong>Institute</strong> <strong>and</strong> there<br />

was opportunity <strong>to</strong> leverage <strong>of</strong>f the exist<strong>in</strong>g facilities<br />

<strong>of</strong> other Councils <strong>to</strong> reduce the central adm<strong>in</strong>istration<br />

costs. F<strong>in</strong>ally, the Management Committee had proved<br />

effective <strong>and</strong> it was then time <strong>to</strong> give more breadth <strong>to</strong><br />

the responsibilities <strong>of</strong> the Committee tak<strong>in</strong>g on a full<br />

audit role on the performance <strong>of</strong> all Councils as well as<br />

<strong>in</strong>itiat<strong>in</strong>g development opportunities.<br />

<strong>The</strong> International Council accepted the follow<strong>in</strong>g<br />

recommendations raised by the Management<br />

Committee:<br />

• That the benefits derived from membership <strong>of</strong> CILT International be reflected <strong>in</strong> the fees paid by the CILT family.<br />

• That a Value-based model be <strong>in</strong>troduced <strong>to</strong> reflect the value <strong>of</strong> CILT membership<br />

• <strong>The</strong> Management Committee be directed <strong>to</strong> establish the framework for establish<strong>in</strong>g a value-based fee <strong>in</strong> consultation with the<br />

Councils concerned<br />

• <strong>The</strong> membership contributions <strong>to</strong> be used <strong>in</strong> the development <strong>of</strong> CILT International with a provision for development grants <strong>to</strong> assist<br />

<strong>in</strong> membership establishment <strong>and</strong> growth<br />

• <strong>The</strong> value-based fees be <strong>in</strong>troduced <strong>in</strong> 2009<br />

• That the structure <strong>of</strong> National Councils <strong>and</strong> Independent Sections be replaced by the Levels <strong>of</strong> 1 <strong>and</strong> 2 Councils<br />

• That the functions <strong>of</strong> f<strong>in</strong>ance <strong>and</strong> adm<strong>in</strong>istration, membership <strong>and</strong> education be undertaken with the exist<strong>in</strong>g resources <strong>of</strong> CILT UK,<br />

CILT Hong Kong <strong>and</strong> CILT Irel<strong>and</strong> respectively.<br />

• That the replacement <strong>of</strong> Direc<strong>to</strong>r General be completed by the end <strong>of</strong> 2008<br />

F<strong>in</strong>ancial Performance<br />

<strong>The</strong> f<strong>in</strong>ancial result for the year 2007 was a deficit <strong>of</strong> five thous<strong>and</strong> pounds. Nonetheless, this result was a marked improvement<br />

on the previous three years. One <strong>of</strong> the difficulties <strong>in</strong> meet<strong>in</strong>g budget <strong>in</strong> the past years was the relatively high cost <strong>of</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />

the adm<strong>in</strong>istration <strong>of</strong> CILT International. It was estimated that these costs would be reduced markedly <strong>in</strong> future with the proposed<br />

outsourc<strong>in</strong>g <strong>of</strong> the various adm<strong>in</strong>istrative functions.<br />

<strong>The</strong> 2008 budget provides for a surplus as will the budgets for 2009 <strong>and</strong> 2010.<br />

Election <strong>and</strong> Appo<strong>in</strong>tments<br />

<strong>The</strong> International Council voted unanimously for Mr. Len Harper (CILT Australia) <strong>to</strong> be the President Elect, who would au<strong>to</strong>matically<br />

take up as International President at the International Council Meet<strong>in</strong>g <strong>in</strong> May 2009.<br />

<strong>The</strong> International Council also appo<strong>in</strong>ted Mr. KY Leung (IVP <strong>and</strong> Immediate Past President, CILT HK) <strong>to</strong> succeed Mr. Len Harper as<br />

Chairman, International Management Committee with effect from 1st January 2009.<br />

Mr. John K<strong>in</strong>ley, Direc<strong>to</strong>r F<strong>in</strong>ance would retire on 30th June 2008 <strong>and</strong> his role would be taken up by Mr. Richard Ebbage, Direc<strong>to</strong>r <strong>of</strong><br />

F<strong>in</strong>ance <strong>and</strong> Operations, CILT UK.<br />

Membership & Education (M&E)<br />

As the <strong>in</strong>ternational council member responsible for membership<br />

<strong>and</strong> education, Dr. Dorothy Chan FCILT chaired the M&E Committee<br />

meet<strong>in</strong>g on 27th May <strong>and</strong> the Education Workshop on 28th May.<br />

An important paper on Revised Requirements <strong>and</strong> Procedures for<br />

Accreditation St<strong>and</strong>ards for Tra<strong>in</strong><strong>in</strong>g Institution was discussed on<br />

two days.<br />

<strong>The</strong> paper was the outcome <strong>of</strong> a re<strong>view</strong> commissioned by the<br />

International President, Richard Hunt. As a pr<strong>of</strong>essional <strong>in</strong>stitute,<br />

quality is s<strong>in</strong>e qua non <strong>and</strong> accreditation is a key process <strong>in</strong><br />

quality assurance. Our core bus<strong>in</strong>ess is <strong>to</strong> promote excellence <strong>in</strong><br />

pr<strong>of</strong>essionalism <strong>and</strong> the <strong>Institute</strong> is committed <strong>to</strong> achieve this.<br />

CILTHK<br />

<strong>Transport</strong> <strong>and</strong> logistics is <strong>in</strong>creas<strong>in</strong>gly dom<strong>in</strong>ant <strong>in</strong> countries <strong>and</strong> cities <strong>and</strong> the <strong>Institute</strong> is grow<strong>in</strong>g <strong>and</strong> develop<strong>in</strong>g Councils <strong>and</strong><br />

branches <strong>in</strong> more countries. Accreditation will become a key activity <strong>in</strong> these newly developed terri<strong>to</strong>ries.<br />

<strong>The</strong> paper presented <strong>to</strong> International Council expla<strong>in</strong>s <strong>and</strong> formalises exist<strong>in</strong>g practices on accreditation. Policies on accreditation<br />

are developed by International Development Officer <strong>and</strong> Direc<strong>to</strong>r General <strong>in</strong> consultation with Chairperson <strong>of</strong> M&E Committee.<br />

Briefly, accreditation <strong>of</strong> tra<strong>in</strong><strong>in</strong>g providers for the provision <strong>of</strong> International Pr<strong>of</strong>essional Qualification Programmes viz. International<br />

Certificate <strong>in</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong>, International Diploma <strong>in</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> <strong>and</strong> International Advanced Diploma <strong>in</strong> <strong>Logistics</strong><br />

<strong>and</strong> <strong>Transport</strong> will observe the follow<strong>in</strong>g steps:<br />

1. Application • Direc<strong>to</strong>r General/International Development Officer receive applications<br />

received • Chairperson <strong>of</strong> M&E <strong>to</strong> be consulted on who should undertake accreditation<br />

• <strong>The</strong> ‘responsible’ party would exam<strong>in</strong>e the application<br />

2. Validation & • Visit <strong>to</strong> <strong>in</strong>stitution by respective International Vice President or International Development Officer or<br />

Documentation Direc<strong>to</strong>r General <strong>and</strong> a member <strong>of</strong> local section<br />

• ‘Responsible’ party above <strong>to</strong> exam<strong>in</strong>e submission <strong>and</strong> check comments/recommendations are met<br />

• Requirements on moderation <strong>of</strong> all exam questions <strong>and</strong> papers <strong>to</strong> be set out<br />

• Local Councils <strong>to</strong> be <strong>in</strong>volved <strong>in</strong> the process<br />

3. Consultation • Inform Chairman <strong>of</strong> Membership & Education on decision on approval<br />

& Approval • Communicate recommendation <strong>to</strong> Direc<strong>to</strong>r General <strong>and</strong>/or International Development Officer<br />

• Agreement signed if positive decision <strong>and</strong> either an action plan issued if not refusal with reasons <strong>to</strong> justify<br />

decision<br />

• Local Councils <strong>to</strong> sign as witness<br />

• Inform CILT Irel<strong>and</strong> nom<strong>in</strong>ated council <strong>of</strong>fice responsible for education adm<strong>in</strong>istration for record<br />

4. Quality Assurance • “CILT orientation” tra<strong>in</strong><strong>in</strong>g course if recommended <strong>to</strong> be organised<br />

& Communication • Contact ma<strong>in</strong>ta<strong>in</strong>ed through respective local Councils, International Vice President, or visit<strong>in</strong>g <strong>of</strong>ficer <strong>and</strong> or<br />

visits by a nom<strong>in</strong>ated representative <strong>of</strong> Management Committee.<br />

• Quality assurance <strong>to</strong> be part <strong>of</strong> performance re<strong>view</strong> for International Councils.<br />

5. Records & Reports • Responsible party <strong>to</strong> update records <strong>to</strong> Direc<strong>to</strong>r General/International Development Officer/CILT Irel<strong>and</strong> <strong>of</strong><br />

the accredited <strong>in</strong>stitutions <strong>and</strong> tra<strong>in</strong><strong>in</strong>g providers. <strong>The</strong> same applies <strong>to</strong> National Councils on accreditation<br />

exercises conducted on degree programmes<br />

• Update CILT tra<strong>in</strong><strong>in</strong>g section <strong>of</strong> website as appropriate<br />

As the <strong>Institute</strong> exp<strong>and</strong>s <strong>in</strong><strong>to</strong> different places, the M&E<br />

Committee drew <strong>to</strong> the attention <strong>of</strong> International Council,<br />

practices that should be considered on the participation<br />

Councils <strong>in</strong> accreditation activities with<strong>in</strong> <strong>and</strong> outside their<br />

terri<strong>to</strong>ries. <strong>The</strong> Council considered the follow<strong>in</strong>g summary<br />

<strong>and</strong> agreed <strong>to</strong> adopt it as the framework subject <strong>to</strong> re<strong>view</strong> as<br />

required:<br />

Recommendations:<br />

1. Level 1 <strong>and</strong> 2 Councils have the right <strong>of</strong> ve<strong>to</strong> over the<br />

accreditation <strong>of</strong> any third party education provider for any<br />

CILT education programmes <strong>in</strong> their terri<strong>to</strong>ry.<br />

2. <strong>The</strong> ve<strong>to</strong> must be reasonably substantiated with the reasons<br />

for ve<strong>to</strong> addressed <strong>to</strong> the Direc<strong>to</strong>r General.<br />

3. It was agreed that accreditation <strong>of</strong> degree programmes lead<strong>in</strong>g <strong>to</strong> <strong>Chartered</strong> Membership would be undertaken by CILT<br />

International / Level 1 Councils.<br />

4. <strong>The</strong> respective roles <strong>of</strong> Level 1 Councils would be:<br />

(a) Degree programmes <strong>of</strong>fered with<strong>in</strong> Level 1 Council terri<strong>to</strong>ry would be accredited by the local Council.<br />

(b) Degree programmes accredited by a local Level 1 Council <strong>and</strong> <strong>of</strong>fered both locally <strong>and</strong> <strong>in</strong> other terri<strong>to</strong>ries, the Level 1 Council<br />

which conducted the accreditation should <strong>in</strong>form the Councils <strong>of</strong> the other terri<strong>to</strong>ries. Previous accreditation conducted <strong>in</strong> the<br />

orig<strong>in</strong>al terri<strong>to</strong>ry would be respected as far as possible but the same st<strong>and</strong>ard must be ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> different terri<strong>to</strong>ries.<br />

(c) Degree programmes delivered a Level 2 Council or <strong>in</strong> places where there are no Councils, applications for accreditation would<br />

be h<strong>and</strong>led by CILT International.<br />

(d) Degree programmes delivered <strong>in</strong> a Level 1 Council terri<strong>to</strong>ry seek<strong>in</strong>g accreditation from another Level 1 Council, no accreditation<br />

would be taken by the latter without the consent <strong>of</strong> the local Level 1 Council.<br />

It is also proposed that only the International Council<br />

has the right <strong>to</strong> overturn any ve<strong>to</strong> hav<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d<br />

the policy <strong>of</strong> the <strong>Institute</strong> <strong>to</strong> widen access <strong>to</strong> tra<strong>in</strong><strong>in</strong>g<br />

<strong>and</strong> education. As this had not been discussed, it<br />

was agreed this be withheld. <strong>The</strong> set <strong>of</strong> guidel<strong>in</strong>es<br />

would be re<strong>view</strong>ed.<br />

Executive Direc<strong>to</strong>rs’ Meet<strong>in</strong>g<br />

<strong>The</strong> meet<strong>in</strong>g was chaired by Steven Agg, Chief<br />

Executive <strong>of</strong> CILTUK <strong>and</strong> the follow<strong>in</strong>g highlights<br />

were discussed:<br />

Changes <strong>in</strong> CILT Income Model<br />

<strong>The</strong> meet<strong>in</strong>g noted that the current <strong>in</strong>come model<br />

cannot be susta<strong>in</strong>able. Much debate was focused<br />

on the proposed change from the exist<strong>in</strong>g <strong>in</strong>come<br />

model from capitation basis <strong>to</strong> the licens<strong>in</strong>g model whereby the capitation model was based on per-member basis <strong>to</strong> per-licence basis for<br />

the use <strong>of</strong> CILT br<strong>and</strong> name. <strong>The</strong> exact model <strong>to</strong> be used has yet <strong>to</strong> be confirmed.<br />

Outsourc<strong>in</strong>g <strong>of</strong> CILT International core activities<br />

<strong>The</strong> meet<strong>in</strong>g was <strong>in</strong>formed that CILT International will outsource the follow<strong>in</strong>g activities <strong>to</strong> the National Councils below:<br />

➢ Education – CILT Irel<strong>and</strong> wef 1st April 2008<br />

➢ Membership- CILT Hong Kong wef 1st July 2008<br />

➢ F<strong>in</strong>ance/Charter/Governance - CILTUK wef 1st April 2008<br />

Use <strong>of</strong> International website<br />

<strong>The</strong> new International website was up <strong>and</strong> runn<strong>in</strong>g <strong>and</strong> the Direc<strong>to</strong>r General encouraged National Councils would provide more news/<br />

update <strong>in</strong>formation e.g. transport <strong>and</strong> logistics policy papers/<strong>view</strong> <strong>of</strong> national transport <strong>and</strong> logistics policy for shar<strong>in</strong>g on the CILT<br />

International website <strong>to</strong> make it more vibrant <strong>and</strong> dynamic.<br />

Use <strong>of</strong> CILT World<br />

Given the f<strong>in</strong>ancial constra<strong>in</strong>t, the meet<strong>in</strong>g noted that from 2008 onwards, hard copy <strong>of</strong> CILT World would be produced once every year<br />

<strong>and</strong> it would be supplemented by electronic newsletter issued once every 2 <strong>to</strong> 3 months.<br />

Compression <strong>of</strong> committee meet<strong>in</strong>gs<br />

It was the <strong>in</strong>tention <strong>of</strong> the Council <strong>to</strong> compress various committee meet<strong>in</strong>gs from 2 days <strong>to</strong> 1 day <strong>in</strong> future International Council Meet<strong>in</strong>g.<br />

Procedure Manual<br />

<strong>The</strong> meet<strong>in</strong>g noted that the procedure manual would be produced by end <strong>of</strong> 2008 for all National Councils <strong>and</strong> sections <strong>to</strong> follow.<br />

Communications <strong>and</strong> Publications Committee<br />

<strong>The</strong> meet<strong>in</strong>g was chaired by Stephen R<strong>in</strong>sler, International VP from CILTUK <strong>and</strong> the follow<strong>in</strong>g highlights were discussed:<br />

Mission <strong>and</strong> Strategy<br />

Given the constra<strong>in</strong>ts <strong>of</strong> the budget, there is a need <strong>to</strong> maximise the use <strong>of</strong> the web or other digital technology <strong>in</strong> communicat<strong>in</strong>g <strong>of</strong><br />

added value <strong>in</strong>formation services <strong>to</strong> members.<br />

Organisation<br />

<strong>The</strong>re will be two levels <strong>of</strong> <strong>in</strong>clusive <strong>in</strong>volvement. Firstly, there will be a virtual committee <strong>of</strong> Vice-Presidents (VPs) who will meet face<br />

<strong>to</strong> face once a year. Other meet<strong>in</strong>gs will take place us<strong>in</strong>g Skype or equivalent on a quarterly basis. <strong>The</strong> follow<strong>in</strong>g VPs will jo<strong>in</strong> the virtual<br />

committee:<br />

➢ Irel<strong>and</strong><br />

➢ UK<br />

➢ Hong Kong<br />

➢ Malaysia<br />

➢ Australia<br />

➢ Ghana<br />

CILT World hard copy <strong>and</strong> electronic CILT newsletter<br />

<strong>The</strong>re will be at least one CILT World hard copy magaz<strong>in</strong>e each year that will be sent <strong>to</strong> each member before the AGM. <strong>The</strong> hard copy will<br />

<strong>in</strong>clude all the necessary legal documents required for the use <strong>in</strong> AGM. It is <strong>to</strong> be supplemented by electronic CILT newsletter issued once<br />

every two <strong>to</strong> three months. Contribution from all National Councils <strong>and</strong> sections is vital. <strong>The</strong> Executive Committee will also explore, plan <strong>and</strong><br />

deliver the exploitation <strong>of</strong> the CILTUK knowledge databases. Comments from members’ feedback on what they like about CILT(e-) World <strong>and</strong><br />

what they would like <strong>to</strong> see <strong>in</strong> them are most welcomed.<br />

Future International Council Meet<strong>in</strong>gs<br />

<strong>The</strong> International Council accepted the <strong>of</strong>fer from CILT Mauritius <strong>and</strong> CILT Malta <strong>to</strong> host the International Council Meet<strong>in</strong>gs <strong>in</strong> 2009 <strong>and</strong><br />

2010 respectively.<br />

CILT International Young Members Day cum CILTHK YMC Annual D<strong>in</strong>ner<br />

<strong>The</strong> first CILT International Young Members Day was <strong>in</strong>troduced for the purpose <strong>to</strong> enhance the bond<strong>in</strong>g <strong>of</strong> young members with the <strong>Institute</strong>,<br />

<strong>and</strong> <strong>to</strong> provide an occasion for young members com<strong>in</strong>g from different countries <strong>to</strong> share their experiences. <strong>The</strong> event was successfully held on<br />

27th May at the Hong Kong Polytechnic University campus with 19 local young members <strong>and</strong> 12 from overseas. Young members from Australia,<br />

Nigeria, Hong Kong <strong>and</strong> UK <strong>in</strong>troduced the transport <strong>and</strong> logistics developments <strong>in</strong> their countries. <strong>The</strong>y then attended an open forum for a<br />

discussion <strong>and</strong> shar<strong>in</strong>g <strong>of</strong> knowledge <strong>and</strong> ideas regard<strong>in</strong>g susta<strong>in</strong>able <strong>and</strong> strategic development <strong>of</strong> young membership system. Young members<br />

were <strong>in</strong>vited <strong>to</strong> give a presentation on their discussion before the Council on 29th May. <strong>The</strong> day-programme was concluded by a bus <strong>to</strong>ur around<br />

Hong Kong, Kowloon <strong>and</strong> New Terri<strong>to</strong>ries. More than a sight-see<strong>in</strong>g trip, overseas members have been brought <strong>to</strong> spots where <strong>in</strong>frastructures <strong>of</strong><br />

transport <strong>and</strong> logistics, term<strong>in</strong>als are situated.<br />

<strong>The</strong> CILTHK YMC Annual D<strong>in</strong>ner held <strong>in</strong> the even<strong>in</strong>g at the Kowloon Cricket Club marked the f<strong>in</strong>ale <strong>of</strong> the excit<strong>in</strong>g International Young Members<br />

Day. 39 local <strong>and</strong> overseas members jo<strong>in</strong>ed the buffet d<strong>in</strong>ner, <strong>and</strong> the event was honoured by the presence <strong>of</strong> the International President,<br />

Direc<strong>to</strong>r General <strong>and</strong> members <strong>of</strong> the CILT International Council. <strong>The</strong> programmes <strong>of</strong> the even<strong>in</strong>g <strong>in</strong>cluded games, lucky draws, performances by<br />

live b<strong>and</strong>s <strong>and</strong> s<strong>in</strong>g<strong>in</strong>g. <strong>The</strong> memorable even<strong>in</strong>g ended with huge amount <strong>of</strong> laughter <strong>and</strong> everlast<strong>in</strong>g friendship.<br />

40th Anniversary Gala D<strong>in</strong>ner 2008<br />

<strong>The</strong> year 2008 marks the 40th Anniversary <strong>of</strong> the <strong>Chartered</strong> <strong>Institute</strong> <strong>of</strong><br />

<strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> <strong>in</strong> Hong Kong (CILTHK). It is an opportune time for<br />

us <strong>to</strong> celebrate the accomplishments <strong>of</strong> the <strong>Institute</strong> over the years <strong>and</strong> <strong>to</strong><br />

re<strong>in</strong>force the close bonds already built up with members, <strong>in</strong>dustry sec<strong>to</strong>rs<br />

<strong>and</strong> the community.<br />

One <strong>of</strong> the major celebra<strong>to</strong>ry events was the Gala D<strong>in</strong>ner 2008 on 29th May<br />

at Conrad Hong Kong. Everyone who had come <strong>to</strong> the Gala D<strong>in</strong>ner would<br />

agree that it was <strong>in</strong>deed a precious <strong>and</strong> joyous occasion for reunion. Over<br />

400 guests from the CILT <strong>in</strong>ternational family <strong>and</strong> the local transport <strong>and</strong><br />

logistics <strong>in</strong>dustry jo<strong>in</strong>ed the D<strong>in</strong>ner. <strong>The</strong> Honourable Ms. Eva Cheng, JP,<br />

Secretary for <strong>Transport</strong> <strong>and</strong> Hous<strong>in</strong>g, was the Guest <strong>of</strong> Honour. Trophy<br />

<strong>of</strong> CILT Award 2007, Fellow Membership Certificates <strong>and</strong> Organisation<br />

Membership Certificate were presented at the D<strong>in</strong>ner.<br />

CILT International Conference<br />

“Globalisation <strong>of</strong> <strong>Logistics</strong> <strong>and</strong> <strong>Transport</strong> – East Meet<strong>in</strong>g<br />

West”, 30th – 31st May 2008<br />

It is no doubt that Hong Kong is a showcase<br />

for urban transport <strong>and</strong> logistics hub. She has<br />

the world’s best multi-modal public transport<br />

system <strong>and</strong> airport; world’s biggest s<strong>in</strong>gle cargo<br />

term<strong>in</strong>al; third busiest conta<strong>in</strong>er port; <strong>and</strong> one<br />

<strong>of</strong> the busiest cross border freight traffic. She<br />

is a gateway <strong>to</strong> Greater Ch<strong>in</strong>a <strong>and</strong> Asia Pacific.<br />

<strong>The</strong> CILT International Conference held at Hong<br />

Kong Convention <strong>and</strong> Exhibition Centre was<br />

It was a harbour cruise d<strong>in</strong>ner on board <strong>of</strong> Bauh<strong>in</strong>ia. <strong>The</strong><br />

cruise sailed around the Vic<strong>to</strong>ria Harbour. “A Symphony<br />

<strong>of</strong> Lights” was displayed <strong>to</strong> mark the open<strong>in</strong>g <strong>of</strong> the<br />

d<strong>in</strong>ner gather<strong>in</strong>g <strong>of</strong> conference participants, delegates <strong>and</strong><br />

Jo<strong>in</strong>t Sem<strong>in</strong>ar - Safety Culture <strong>in</strong><br />

the <strong>Transport</strong> Industry: A Western<br />

Australian Journey, 28th April 2008<br />

<strong>The</strong> sem<strong>in</strong>ar was co-organised with IOSH <strong>and</strong> HKARMS at the Hong Kong<br />

Polytechnic University. Miss Cather<strong>in</strong>e Wallace, the speaker, is a member <strong>of</strong><br />

CILT Australia <strong>and</strong> is the Occupational Safety & Health Manager for Western<br />

Australia's Public <strong>Transport</strong> Authority (PTA). Cather<strong>in</strong>e shared her experience<br />

<strong>in</strong> chang<strong>in</strong>g the safety culture <strong>of</strong> an organisation especially the journey PTA<br />

has taken thus far <strong>and</strong> its path for the future.<br />

In regard <strong>to</strong> the tragic road accident happened <strong>in</strong> Sai Kung on 1st May, Ir Lo<br />

Kok-keung, Eng<strong>in</strong>eer <strong>of</strong> the Department <strong>of</strong> Mechanical Eng<strong>in</strong>eer<strong>in</strong>g <strong>of</strong> the<br />

Hong Kong Polytechnic University, gave a talk <strong>to</strong> members <strong>of</strong> CILTHK, HKIE-<br />

SSC, HKIE-MMNC <strong>and</strong> HKARMS on the subject <strong>to</strong>pic. Dur<strong>in</strong>g the sem<strong>in</strong>ar,<br />

Ir Lo <strong>in</strong>troduced the characteristics <strong>of</strong> two mechanical safety devices -<br />

Au<strong>to</strong>matic Trap Canvas for Dumper Truck <strong>and</strong> Au<strong>to</strong>matic Hazard Warn<strong>in</strong>g<br />

Indica<strong>to</strong>r Lamp Flash Controller, developed by him. He expla<strong>in</strong>ed how the<br />

devices were able <strong>to</strong> reduce traffic <strong>and</strong> <strong>in</strong>dustrial accident.<br />

YMC Sem<strong>in</strong>ar "<strong>Logistics</strong> Trend <strong>and</strong><br />

Development" - 21st April 2008<br />

<strong>The</strong> sem<strong>in</strong>ar was delivered by Mr. Edward Hui, the Country Manager for Hong Kong,<br />

Macau <strong>and</strong> South Ch<strong>in</strong>a <strong>of</strong> DHL Global Forward<strong>in</strong>g Ltd, on 21st April 2008. About twenty<br />

participants were impressed by the <strong>in</strong>formative talk presented by Mr. Hui on the current<br />

present situation <strong>and</strong> the prospect <strong>of</strong> the logistics <strong>in</strong>dustry. Different perspectives on <strong>view</strong><strong>in</strong>g<br />

the current economic <strong>and</strong> market conditions were considered. Students remarked that the<br />

<strong>in</strong>formation given <strong>in</strong> the sem<strong>in</strong>ar <strong>in</strong>spired them <strong>to</strong> th<strong>in</strong>k <strong>in</strong>-depth about the development<br />

<strong>and</strong> trend <strong>of</strong> the logistics <strong>in</strong>dustry.<br />

One <strong>of</strong> the subsidiaries <strong>of</strong> <strong>The</strong> Dairy Farm Company Ltd - IKEA Division (Ingvar Kamprad<br />

Elmtaryd Agunnaryd), owns a seamless supply cha<strong>in</strong> with its bus<strong>in</strong>ess both <strong>in</strong> Hong Kong<br />

<strong>and</strong> globally. YMC's site visit <strong>to</strong> this miraculous furniture<br />

empire was a success. We were all pleased <strong>to</strong> receive<br />

the presentation given by Mr. Stanley Wong, the Retail<br />

<strong>Logistics</strong> Manager <strong>of</strong> IKEA. Mr. Wong <strong>in</strong>troduced IKEA<br />

<strong>to</strong> us the concept <strong>of</strong> founder <strong>and</strong> its Hong Kong retail<br />

logistics operation <strong>in</strong>clud<strong>in</strong>g the IKEA Diamond. He<br />

presented <strong>to</strong> us the IKEA's vision "To create a better<br />

everyday life for the many people". Our participants<br />

were all contented with Mr. Wong's comprehensive<br />

presentation, <strong>and</strong> asked many questions about IKEA's<br />

supply cha<strong>in</strong>'s operation.<br />

<strong>The</strong> sem<strong>in</strong>ar was delivered by Mr. Chapman Fong, Assistant General Manager - Sea<br />

<strong>Transport</strong> L<strong>and</strong>side Bus<strong>in</strong>ess <strong>of</strong> Airport Authority Hong Kong. Over twenty participants<br />

were impressed by the <strong>in</strong>formative speech on the present situation <strong>and</strong> future<br />

development <strong>of</strong> the Hong Kong International Airport. Mr. Chapman Fong shared<br />

with young members his knowledge on recent conditions on<br />

manpower <strong>and</strong> recruitment market. Students<br />

commented that this<br />

sem<strong>in</strong>ar was very helpful<br />

<strong>to</strong> the development<br />

YMC Student Scholarship 2008<br />

<strong>The</strong> <strong>Institute</strong> would like <strong>to</strong> express its s<strong>in</strong>cere gratitude for the generous donations by DKSH Hong<br />

YMC Forthcom<strong>in</strong>g Activity<br />

YMC visit: DHL Central Asia Hub, 24th Oc<strong>to</strong>ber 2008<br />

Student Members <strong>and</strong> Affiliates will have a chance <strong>to</strong> visit DHL Central Asia Hub on 24th Oc<strong>to</strong>ber 2008. <strong>The</strong> Hub is an air express cargo<br />

facility at Hong Kong International Airport purpose-built <strong>in</strong> 2004. Its <strong>to</strong>tal <strong>in</strong>vestment is over HK$1.6 billion <strong>and</strong> occupies about 35,000<br />

square meter l<strong>and</strong> area after its expansion by mid 2008. Through significant <strong>in</strong>vestments <strong>in</strong> <strong>in</strong>frastructure, technology <strong>and</strong> network, it<br />

can h<strong>and</strong>le over 35,000 parcels <strong>and</strong> 40,000 documents per hour. It is strengthen<strong>in</strong>g Hong Kong's position as a lead<strong>in</strong>g regional Hub: over<br />

70% <strong>of</strong> DHL's Ch<strong>in</strong>a <strong>in</strong>- <strong>and</strong> out-bound shipments are routed through HK. .<br />

It is the important facility <strong>of</strong> DHL, <strong>and</strong> members should visit it dur<strong>in</strong>g 15:30-17:30 on 24 Oc<strong>to</strong>ber 2008 (Fri). For more <strong>in</strong>formation, please<br />

Submission <strong>of</strong> Policy Agenda <strong>to</strong> Secretary for <strong>Transport</strong> <strong>and</strong><br />

Hous<strong>in</strong>g, Secretary for Environment <strong>and</strong> Secretary for Labour<br />

<strong>and</strong> Welfare<br />

<strong>The</strong> <strong>Transport</strong> Policy Committee has submitted 3 policy agenda <strong>to</strong> <strong>Transport</strong> <strong>and</strong> Hous<strong>in</strong>g Bureau, Environment Bureau <strong>and</strong> Labour <strong>and</strong><br />

Welfare Bureau respectively on 25th June 2008.<br />

Past successes, latest challenges<br />

Hong Kong has an enviable traffic <strong>and</strong> transport system. We have high levels <strong>of</strong> public transport usage <strong>and</strong> low levels <strong>of</strong> car ownership.<br />

But there are many challenges. With prosperity, congestion is becom<strong>in</strong>g a problem once aga<strong>in</strong>. We must also urgently improve air quality<br />

at the roadside.<br />

A better future: Citizen-centred policy mak<strong>in</strong>g<br />

We believe these challenges are <strong>in</strong> fact opportunities. Hong Kong people underst<strong>and</strong> the issues, <strong>and</strong> look <strong>to</strong> Government <strong>to</strong> provide<br />

the vision <strong>and</strong> plans <strong>to</strong> address them. <strong>The</strong> necessary actions will put our citizen’s health at the heart <strong>of</strong> policy mak<strong>in</strong>g, <strong>and</strong> will thereby<br />

comm<strong>and</strong> the support <strong>of</strong> the community.<br />

In <strong>view</strong> <strong>of</strong> the challenges <strong>and</strong> citizen’s expectation, the policy proposal has outl<strong>in</strong>ed a framework <strong>of</strong> action for the Government’s<br />

consideration <strong>in</strong> the 2008-2009 Policy Address.<br />
