Robust Satellite Techniques (RST) for early warnings in security<br />

applications<br />

RST technique is based on a preliminary multi-temporal analysis performed on several years (variable in<br />

dependence of the availability of homogeneous historical data-set) of satellite records, which is devoted<br />

to characterize the signal (in terms of its expected value and variation range) for each pixel of the<br />

satellite image to be processed. On this basis, anomalous signal patterns are identified by using a local<br />

change detection index, named ALICE (Absolutely Local Index of Change of Environment). RST was<br />

initially applied to the prevision and NRT (Near Real Time) monitoring of major natural and<br />

environmental hazards: seismically active areas, volcanic activity, hydrological risk as well as forest fires<br />

and oil spills are the main fields of RST application. In all cases, the technique demonstrated how<br />

meteorological satellites, which presently offer the highest time repetition (from few hours to few<br />

minutes), despite their low spatial resolution, can be used to timely detect events interesting small<br />

portions (< 100m2) of Earth surface. In this paper, RST algorithm has been applied for security<br />

applications like accidents or sabotages along pipeline networks, exploiting the high temporal resolution<br />

of SEVIRI (Spinning Enhanced Visible and Infrared Imager) sensor aboard Meteosat Second Generation<br />

(MSG) platform. In particular, SEVIRI MIR (Medium Infra Red) signal has been used in order to timely<br />

identify hot spots due to pipeline accidents or sabotages, as a possible real-time implementation for an<br />

early warning system.<br />
