Already nearing completion, comprehensive architectural<br />
plans have been developed for <strong>the</strong> secondary school campus.<br />
Clustered buildings along tree-lined roads are divided into two<br />
groups: <strong>the</strong> teaching area comprises an administrative block,<br />
science classrooms, physics laboratory and geography room,<br />
chemistry and biology labs, and a library; and a residential<br />
area comprises dormitories, a wash house, kitchen and dining<br />
hall, and staff houses. An infirmary is integrated into <strong>the</strong> site,<br />
with <strong>the</strong> objective of offering much-needed healthcare and<br />
encouragement for staying in school. The site offers extensive<br />
playing fields and space for future expansion. Construction,<br />
school equipment and operational/staffing expenses have<br />
been costed meticulously.<br />
It is an impressive undertaking with enormous potential<br />
impact. The Tanzanian government is seeking funding in <strong>the</strong><br />
amount of 5 million (USD) – by American standards a modest<br />
amount, but by Tanzanian standards, a huge amount.<br />

Mo<strong>the</strong>r General, Sr. M. Beata, has noted that <strong>the</strong> success of<br />
<strong>the</strong> project thus far is due in large part to Dr. Paulino. “He<br />
has proved his capability to play <strong>the</strong> role of expert in this<br />
international project. He is <strong>the</strong> one who has crafted <strong>the</strong> project<br />
and its educational programs from <strong>the</strong> scratch, and he came<br />
up with <strong>the</strong> write-up, which was accepted by our government.<br />
His broad knowledge, experience and skills in dealing with<br />
government relations at <strong>the</strong> international level has been our<br />
most powerful tool. This tool has been especially useful in<br />
crafting competitive strategies for negotiating at different stages<br />

…TO REALITY<br />
Dr. Paulino, however, took a more modest view. “You put<br />
all of it toge<strong>the</strong>r,” he said, “and <strong>the</strong>n you see <strong>the</strong> <strong>college</strong>, <strong>the</strong><br />
presence of Sister Denise; you see <strong>the</strong> contribution; you see<br />
<strong>the</strong> potential.”<br />
He reflected, “It is amazing. The seed has been planted out<br />
<strong>the</strong>re. You are <strong>the</strong> ones doing more. I’m just <strong>the</strong> guy [who<br />
happened to be] around and enjoying what I found. The<br />
cafeteria is where we talked. You think this is in half an hour,<br />
but it is a 24/7 activity. Sr. Theresina goes to class and says,<br />
‘What happened’, and no wonder she was afraid and trying<br />
to run away. I’m really just trying to grasp what people have<br />
in <strong>the</strong>ir minds. What we are talking about right here is about<br />
getting involved beyond books; it’s beyond ‘I’m going to get<br />
an A+ or B+.’ You’ve got to remove all that nonsense. We<br />
have now a mission. We have a commitment. I guess what<br />
happened is that D’Youville College happened. This is <strong>the</strong><br />
