stakeholders within the Municipality. This is to ensure that there is stability and sustainability
within the Municipality …PMS becomes an integral part in the execution of the Municipal mandate.
The rollout in terms of conducting workshop to all employees will be conducted before the end of
the financial year so that in 2006/7 financial year the cascade process will be introduced in terms
of Section 38 of the Municipal Systems Act.
Through the process of PMS, the challenges outlined above were clustered in line with the 5

Achievements
U. 1. Industrial hub
The establishment of an industrial hub is being
pursued. R3.m funding has been secured to
acquire private land – 8km from the current
offices. The consultants will be tasked with the
valuation of land and doing feasibility studies.
The plan is to ensure that the first installment
the acquisition of land is completed by the end
of June 2006.
V. 2. Poverty Alleviation
61 co-operatives have been formed with 48
focusing in agriculture and 13 in other sectors
like block-making, sewing etc. There were ~
close to 610 people who were self employed as a
result of this initiative…a lot of them benefiting
women and the youth. The Jabulani Centre for
the disabled will benefit from the Partnership
between the Municipality, Ticor and Mondi in
creating job opportunities in the centre. There
are currently 50 people who are resident at this
centre. The project is due for implementation in
January 2006.
2. Finance W. 1. Appointment of Audit Committee
The Audit committee has been appointed in the
month of November 2005. The committee will
assist in reducing the number of queries and
