• Key Performance indicators (KPI) and performance targets determined in terms of Section 41 of the Municipal Systems Act Section 34 of the Municipal Systems Act and the Municipal Planning and Performance Management Regulations (2001), stipulates that a municipal council- a) Must review its integrated development plan: - i. Annually in accordance with an assessment of its performance Measurements in terms of Section 4 1; and ii. To the extent that changing circumstances so demand; and b) may amend its IDP in accordance with a prescribed process During its annual review, each municipality must review: • The needs of the community • Its priorities in meeting those needs • Its processes for involving the community • Its organizational and delivery mechanisms for meeting the community needs; and • Its overall performance in achieving the set objectives SUMMARY OF KEY DEVELOPMENT PRIORITIES • Poverty alleviation and job creation • Building capacity and Skills development • Sustainable economic growth and development • Safe and healthy environment (safety and security) • Provision of Physical infrastructure and services • Institutional and corporate development of the municipality • Spatial integration and sustainable development • Addressing the impact of HIV/AIDS • Provision of Social facilities and services • Viable and Financially sustainable Municipality In assessing the municipal performance, the above challenges have been addressed in line with the Five National Key Performance Areas (KPA): • Social-economic development (including environment) • Institutional transformation • Infrastructure services • Democracy and governance • Financial management Social Development • Addressing the impact of HIV/AIDS • Providing a safe and healthy environment • Provision of social services and facilities Economic Development • Poverty alleviation and job creation Page 92 of 114
