26 October 2005: Consultant briefs EXCO on draft Process Plan and
report back on the alignment meeting. Draft Mayoral
Speech for the budget process. MEC remarks are
attended to. EXCO adopts Draft Process Plan, for
tabling to full Council before 9 November 2005.
1 November 2005: Attend IDP Review Meeting at the District Municipality.
November 2005: - Adoption of Process Plan by Council
- Review of Mission, Vision, Objects, Strategic,
Framework.
- Consult with the District with regard to:
• Sector Plans
• Spatial Development Framework
• Departments’ (MTEF) / Service Provider Strategies
• Review of previous Projects and Implementation
• First Draft Budget
• Review of existing Performance Management System
• Form Representative Forum (chaired by Mayor) and Steering
Committee (chaired by Municipal Manager)
• Public consultation in the Amakhosi Administrative Centers – led by
Mayor, Ward Councilors, Ward Committees, Municipal Manager, EXCO,
MANCO
• Attend District meetings at Uthungulu, to align the District IDP
Framework with local IDP.
December 2005: - Draft Review document is drafted
- Council Adopts Draft Review Document
- Draft IDP Review Document is Submitted to the
District
- Draft IDP Review is Submitted to DTLGA
January 2006: Participate in District Municipality “Family of
Municipalities” assessment of Draft IDP Framework.
February 2006:
Finalize internal Municipal Budget Planning Process.
Finalization of:
o Sector plans
o Five-year Financial Plan
o Draft Performance Management System
o Meet with external private funders.
March 2006:
Further consultation with Uthungulu District in order to
fine tune:
