C. PROCESS PLAN as adopted by Council
According to the legislative requirement set out in the Municipal Systems Act
of 2000, as well as the Planning and Performance Management Regulations,
all municipalities must prepare and Integrated Development Plan. Such IDP
must be prepared in a participatory manner. Such an IDP must be reviewed
annually. The Review Process must be preceded by a PROCESS PLAN, which
must be adopted by Council.
The 2006 / 2007 Review Process will pay attention to the following:
• Comments received from the various role – players and assessment do
the last IDP review which could not be addressed during the Review;
• MECs comments
• Areas requiring additional in term of legislative requirements
• Review of the Spatial Development Framework to achieve alignment
with the SDF of the District Municipality and surrounding municipalities
and reflect the progress made with LUMS.
• Workshop with Service Providers and communities to achieve project
alignment
• Shortcoming and weakness identified through self assessment
• The preparation and review of relevant sector plans and its alignment
with IDP.
• Review of Performance Management System (PMS) in terms of chapter
6 of the MSA
• The update of the 5-year Financial Plans as well as the list of projects
inclusive of 3-year capital investment framework
• Alignment with national and provincial MTEF
• Preparation and finalization of the annual municipal budget in terms of
the relevant legislations and
• Alignment of the various important municipal processes such as the
IDP review, Performance Management and Budget Process.
PROCESS PLAN
03 October 2005: Consultant is appointed and contracted
12 October 2005: MANCO and Consultant meet, to outline the process
Programmes and procedures required in the review
process.
21 October 2005: Council officials and Consultant attend IDP alignment
meeting – various service providers – at Uthungulu
District (EXCO Room). Meeting is addressed by
DTLGA DOT, Telkom, GCIS, Uthungulu District and
Ntambanana Local Municipality submits its progress
report i.e. Draft Process Plan to the meeting.
25 October 2005: MANCO meets Consultant to discuss and deliberate
Draft Process Plan and to report back on the alignment
meeting held at Uthungulu.
