NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE 89<br />
In this context, for the future, the Central Electoral Commission proposes the<br />
following:<br />
• strengthen efforts aimed at implementing the electronic register of voters;<br />
• strengthen the regulation framework and organize trainings for local authorities<br />
and bodies responsible for public records for rapid transmission of information<br />
on population migration and record of this phenomenon;<br />
• strengthen the regulation framework and organize trainings for potential<br />
election administrators within the Ministry of Foreign Affairs and European<br />
Integration. The training should also include people from the Moldovan Diaspora<br />
who may become electoral administrators if they will be designated<br />
as such by the parliamentary political parties;<br />
• check-ups are necessary in all polling stations set up abroad regarding the<br />
observation of the law on compulsory public display of voter lists;<br />
• advantages of digitalizing the electoral process, opening of real prospects of<br />
providing voting rights to citizens abroad must be publicized, an active information<br />
and civic education campaign being required;<br />
• Establish a hotline and online service on out-of-country voting issues for<br />
electoral administrators, with the support of the Commission and Moldovan<br />
Ministry of Foreign Affairs and European Integration;<br />
• Publish newsletters and establish a Public Announcement Service for overseas<br />
voters;<br />
• Work with the Moldovan Diaspora to encourage Moldovan citizens to participate<br />
in election observation and, in particular, compilation and verification of<br />
respective voter lists;<br />
• Together with the Ministry of Foreign Affairs and European Integration, identify<br />
basic needs that would allow the exercise of voting rights abroad and carry out<br />
operations aimed at standardizing the infrastructure, safety materials and requirements,<br />
and upgrade the websites of diplomatic and consular missions that<br />
would enable to provide improved electoral information and online services.<br />
I would like to mention that, in the view of the Central Electoral Commission, all<br />
measures taken within the jurisdiction in organizing the out-of-country voting,<br />
as well as in encouraging our foreign nationals to participate in voting, represent<br />
stages of development of the electoral process in Moldova, which are important<br />
steps in strengthening the democracy in Moldova.
