NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE<br />
participate in voting in parliamentary elections organized outside Moldova and<br />
which can be exclusively the Moldovan citizen’s passport or sailor’s book. But,<br />
in the case of Moldovan citizens most of whom are illegaly on the territory of<br />
another state, the validity of those documents is another problem. Thus, in order<br />
to minimize the negative effects of this reality, the Central Electoral Commission<br />
allowed Moldovan citizens to participate in elections regardless of their legal<br />
status and based on expired passport.<br />
In this respect, one of the priorities of the Commission is the implementation of the<br />
State Automated Information System “Elections”, which was described above by<br />
Mr. Iurie Ciocan. Implementing this system will facilitate the electoral process, will<br />
increase voting transparency, and will prevent multiple voting. It will also enable to<br />
check the voter lists online. In this sense, the inclusion in the draft law on amending<br />
and supplementing the Electoral Code of provisions allowing the display the voter<br />
lists on the website to be checked by the voters themselves, including by our conationals<br />
who are abroad, is highly welcome. In this regard, it must be noted that<br />
these data are personal, which needs to be taken into account when this option<br />
and the appropriate software will be implemented, providing opportunities to each<br />
individual citizen to verify their presence in the list and to request any changes or<br />
additions thereto, presenting, as required by law, evidence that would justify that.<br />
An important thing about out-of-country voting and activities determined by this<br />
process is that the turnout has increased lately. If in the elections of February 27,<br />
1994, only 1948 citizens participated in voting, then in those of 5 April 2009 - 16<br />
805 citizens, and on 29 July 2009 - 17 484 citizens, or an increase of about 2 times<br />
compared to 2005, when 10,018 Moldovan citizens turned out to vote. Let us remember<br />
the situation of July 29, 2009 (by the way, a weekday), when the CEC met<br />
the needs of the people who wanted to vote and extended the voting hours until<br />
22.00 local time for the polling station within the Consulate General of the Republic<br />
of Moldova in Bologna, Italy and the one within the Embassy of the Republic<br />
of Moldova in the United Kingdom of Great Britain and Northern Ireland.<br />
Thus, the normative, informative and educational actions and measures should<br />
be continued and even intensified by Moldovan authorities and the CEC in order<br />
to facilitate and encourage our citizens’ access to the electoral process. Based on<br />
the experience of the two consecutive elections held in 2009, we believe there<br />
is room for further optimization of electoral procedures, which will contribute to<br />
improving voter lists’ compilation and encourage out-of-country voting.
