Compilation of voter lists abroad and encouraging out-ofcountry
voting
The quality of voter lists outside the country depends both on the legal proceedings
provided for that, and on the voters’ interest and election administrators’
activity.
The Electoral Code provides that in polling stations set up outside the Republic
of Moldova, voter lists are prepared based on data collected by the heads of
diplomatic missions and consular offices operating within those countries. After
the establishment of the precinct electoral bureaus, the diplomatic missions and
consular offices shall notify the public and update the voter lists held, which are
displayed within their premises. The main voter lists shall include the employees
of the diplomatic mission or consular offices and their family members, as well
as voters who are permanently on consular records. Seven days before Election
Day, the procedure of updating the voter lists stops, and the updated lists are immediately
sent to the CEC.
For a good conduct of elections abroad and to create conditions for citizens to
exercise their electoral rights freely, it was established, through an Instruction
approved by the Central Electoral Commission, that the suplimentary lists shall
include voters who are temporarily on consular records and who have requested
their inclusion into the voter lists five days before election day, as well as voters
