NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE 73
“Elections” provided by law no. 101. The second stage is on-line connection of
each PEB to this server. Why do we need these online connections First, so that
every citizen, when they report to the polling station, is registered through the
information system that they have reported to the polling station. On the Central
Electoral Commission server it will be checked that the citizen participated in voting.
In these circumstances, multiple voting is totally excluded. Given that the
basic principle for inclusion of citizens in this register will be their personal code,
which is a unique number for every citizen of the Republic of Moldova, from the
start, from the moment when the voter lists are generated, we can clearly state
that every citizen is entered in the voter list only once, repetitions and multiple
inclusions will be excluded from the voter lists. Once this citizen came to vote, it
was checked in the electronic register that the citizen participated in voting.
I must mention that there is no danger on the secrecy of voting, the electronic
system will record only the fact that the citizen participated in elections, not who
they voted for. This will allow to know in every moment the voter turnout. When
every polling station in Moldova, that is about 2000 offices, will be connected
online to the server, to the central database of the CEC, we will consider that the
second stage is also implemented.
The third stage provided by Law no. 101 is launching an electronic service that
would provide the opportunity for Moldovan citizens to participate in elections
through electronic networks, regardless of their physical whereabouts either
from the country, or from abroad. This has been successfully achieved in several
countries of the world, including EU countries. I should note the experience of
Sweden, Norway, Austria and France in this area. Electronic systems are largely
used in the Russian Federation as well. Moldovan CEC keeps track of the experience
in this area among the neighboring countries. We believe that in the next
election cycle we will fully implement the first two phases of Law no. 101.
With regard to the testing of the electronic register of voters, we can say that in
November 2009, in two localities, during the partial new elections, the Register
was tested, and the results were very promising. The Marketing Center “CBS AXA”
conducted a survey of citizens’ perception towards this system, towards these
innovations. Our international partners also found these steps positive.
Currently, the Central Electoral Commission, supported by UNDP experts under
the “Electoral Support to Moldova” project, has developed and uses its own sys-
