“Elections” provided by law no. 101. The second stage is on-line connection of<br />
each PEB to this server. Why do we need these online connections First, so that<br />
every citizen, when they report to the polling station, is registered through the<br />
information system that they have reported to the polling station. On the Central<br />
Electoral Commission server it will be checked that the citizen participated in voting.<br />
In these circumstances, multiple voting is totally excluded. Given that the<br />
basic principle for inclusion of citizens in this register will be their personal code,<br />
which is a unique number for every citizen of the Republic of Moldova, from the<br />
start, from the moment when the voter lists are generated, we can clearly state<br />
that every citizen is entered in the voter list only once, repetitions and multiple<br />
inclusions will be excluded from the voter lists. Once this citizen came to vote, it<br />
was checked in the electronic register that the citizen participated in voting.<br />
I must mention that there is no danger on the secrecy of voting, the electronic<br />
system will record only the fact that the citizen participated in elections, not who<br />
they voted for. This will allow to know in every moment the voter turnout. When<br />
every polling station in Moldova, that is about 2000 offices, will be connected<br />
online to the server, to the central database of the CEC, we will consider that the<br />
second stage is also implemented.<br />
The third stage provided by Law no. 101 is launching an electronic service that<br />
would provide the opportunity for Moldovan citizens to participate in elections<br />
through electronic networks, regardless of their physical whereabouts either<br />
from the country, or from abroad. This has been successfully achieved in several<br />
countries of the world, including EU countries. I should note the experience of<br />
Sweden, Norway, Austria and France in this area. Electronic systems are largely<br />
used in the Russian Federation as well. Moldovan CEC keeps track of the experience<br />
in this area among the neighboring countries. We believe that in the next<br />
election cycle we will fully implement the first two phases of Law no. 101.<br />
With regard to the testing of the electronic register of voters, we can say that in<br />
November 2009, in two localities, during the partial new elections, the Register<br />
was tested, and the results were very promising. The Marketing Center “CBS AXA”<br />
conducted a survey of citizens’ perception towards this system, towards these<br />
innovations. Our international partners also found these steps positive.<br />
