NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE<br />

about every citizen of Moldova who is entitled to vote, each person who has<br />

reached the age required for being allowed to vote, regardless of their whereabouts.<br />

So, even if the person is temporarily abroad and did not leave to permanently<br />

live outside Moldova, that person appears in the register. The persons who<br />

went to live permanently abroad follow a different procedure, they are obliged<br />

to withdraw their residence visa from Moldova. All citizens who have reached<br />

18 years and have their residence or domicile visa in Moldova will be included in<br />

this register. The data for this register will be imported from the State Register of<br />

Population, this being mentioned in the concept and law.<br />

One of the topics widely discussed after the elections of 5 April 2009 referred<br />

to the fact that the State Register of Population provided, through the Central<br />

Electoral Commission, less reliable data throughout the country. Was this proved<br />

or was it only at the level of political statements, certainly, that is the topic of<br />

another conference, perhaps even international. It is undisputed that the CEC<br />

will pay increased attention and will also ask the State Enterprise “Registru” to<br />

provide us with data of the highest quality. We are not the body that creates those<br />

data. There is the State Register of Population, we will only use the data from<br />

that register and will turn them into an electoral register which will be managed<br />

by the CEC. In the State Register of Voters the information about each citizen will<br />

have a restricted amount of data. If the State Register of Population contains an<br />

extensive amount of data, including data on the quality of the founder, shareholder,<br />

family, family relationship, then the State Register of Voters will only have a<br />

few essential fields, such as: name, date of birth, ID number, personal code and<br />

home or residence address. That is all. The CEC wants to know only these data.<br />

The final version of the State Electronic Register of Voters will give every citizen<br />

the possibility to verify, through the Commission’s website, the data about themselves.<br />

The principle of individuality in the verification of data will be observed. I<br />

want to note that, once launched this electronic service, the CEC will be able to<br />

generate centralized voter lists, based on this register. If in the past the voter lists<br />

were compiled by mayor’s offices and then submitted to PEBs, the bottom-top<br />

principle being used, now the proposed scheme will be different, from top to<br />

bottom, the lists will be taken from the State Electronic Register of Voters and<br />

passed throughout the regions, to be verified by electoral authorities, candidates,<br />

accredited observers and voters directly.<br />

Generating voter lists in a centralized way, from the database of the Central Electoral<br />

Commission, is the first stage of this State Automated Information System
