tantly, optimizing the control over the legality and transparency of the electoral<br />
process. Currently in our country, as I stressed earlier, when compiling the voter<br />
lists, local governments use some data (such as persons who have attained the<br />
age of 18 years and those who have died in that period) from the State Register<br />
of Population. However, with the development of the information system in Moldova<br />
and, especially, with the implementation of the electronic register of voters,<br />
such operations will change essentially because our citizens, in perspective, will<br />
be able to vote at any polling station, independent of its location, including at<br />
polling stations within the diplomatic missions and consular offices abroad, or<br />
directly through the information portal of the Central Electoral Commission, without<br />
personal presence at the polling station (of course, the specific of local and<br />
parliamentary elections will be taken into account).<br />
These future goals are established by Law no. 101-XVI of 15 May 2008, “On the<br />
Concept of the Automated Information System” Elections”. It is important to note<br />
that by drafting the above-mentioned Concept, the Central Electoral Commission<br />
has set the following goals:<br />
• Ensure transparency of the electoral process;<br />
• Observe the secret of voting;<br />
• Offer citizens the alternative to vote through the electronic system;<br />
• Obtain quick and accurate data on voter turnout, and in the final stage of<br />
system implementation - the voting results;<br />
• Create conditions for effective public control over the accuracy and completeness<br />
of the information used in elections and referenda;<br />
• Speed up the works at all stages for preparation and conduct of elections<br />
and referenda;<br />
• Speed up the aggregation of preliminary results, statistical processing and<br />
analysis of results of elections and referenda;<br />
• Reduce budget expenditures for organization and conduct of elections and<br />
referenda;<br />
It is necessary to note that this State Automated Information System “Elections”<br />
will be created in accordance with the common principles of creating automated<br />
information systems and taking into account the international practice.<br />
