NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE 53<br />
Given that the number of voters included in supplementary lists in the parliamentary<br />
elections of July 29, 2009, decreased compared to the April 5 parliamentary<br />
elections (from 4.36% to 3.89%), and given the references made by the national<br />
and international observers in their final reports on the activities pertaining to<br />
voter lists, there is a positive trend in this respect.<br />
It is clear that there still remain some reservations about the quality of voter lists,<br />
on which the Central Election Commission will continue to work to remove the<br />
shortcomings. For example, in order to continuously update the voter lists and<br />
including the data from the supplementary lists in them, the Commission adopted<br />
amendments to the Regulation on Organization and Functioning of the CEC<br />
Archive, whereby stipulating that after elections or referendums the lists will be<br />
submitted to the courts where they will be kept for six months, after which they<br />
will be sent back to the mayor’s offices that have compiled them. In comparison<br />
with the previous practice, when the lists were submitted to the court and after<br />
six months were destroyed, this change will allow to operate the necessary corrections<br />
in, will result in a considerable reduction of the number of voters included<br />
in supplementary lists, and will improve the quality of voter lists compilation.<br />
The modest experience accumulated by Moldova in this area requires a deeper<br />
study of the international practice. At least for these reasons, the main task, or<br />
rather, the main purpose in organizing and holding this international Conference<br />
on “New technologies in compilation and use of voter lists. Evolutions and Perspectives”<br />
is to analyze the actual situation in this area, to ascertain in more detail<br />
the practice already acquired by our colleagues of the ACCEEO Member States,<br />
so as towards the end of this important forum to come up with concrete suggestions<br />
and proposals both on improving the legislation, and on implementing new<br />
technologies in this very important area of the election process.<br />

It is obvious that with the growth of computerization of our society, the forms of<br />
organizing and conducting elections and referenda are diversifying too. In the process<br />
of electing the eligible public authorities, including by implementing electronic<br />
processes, this is a modality of strengthening the society in a democratic state.<br />
It is the international practice that shows that automating all the phases of the<br />
electoral process allows for a substantial reduction of manual work and, impor-
