NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE<br />
Honorable audience!<br />
Considering the experience that the Central Electoral Commission gained in the<br />
last years, including the election of April 5, 2009, and organization at a higher level<br />
of early parliamentary elections of July 29, 2009, the Commission undertook a<br />
series of steps to improve both the quality of lists compilation, and their content.<br />
To that end, by decision of the Commission, a new model of voter list (main and<br />
supplementary list) was adopted, three additional special categories were included<br />
in the voter lists:<br />
1) “Name, surname and signature of the PEB member responsible for issuing<br />
ballots;<br />
2) “Total ballots issued;<br />
3) “Additional information”.<br />
The introduction of these categories allowed to protect the data in the lists, excluded<br />
any doubts on its contents, and generally, made the PEB members more<br />
responsible for voter lists’ compliance with the legal requirements.<br />
In the same context, by Central Electoral Commission’s decisions on preparation<br />
and presentation of voter lists, for the first time the procedure to submit them to<br />
the CEC in electronic format was provided, with the purpose of controlling their<br />
quality and providing methodological support to mayor’s offices if necessary. This<br />
procedure allowed to remotely check the quality of voter lists’ compilation in<br />
each mayor’s office, identifying problems and removing them in time, keeping a<br />
record of their submission to the CEC, and closer collaboration with local government<br />
authorities. The centralized analysis of lists showed that the mechanism<br />
proposed by the Central Electoral Commission is correct and efficient.<br />
Also, in this context and to this end the Regulation on the activity of precinct electoral<br />
bureaus was completed, and adopted by CEC decision, with new provisions<br />
establishing that on the day preceeding the election day the precinct electoral<br />
bureau must take a decision on the distribution among the PEB members of the<br />
voter lists that they will be responsible of on election day, the procedure for completing<br />
the new fields, and a provision according to which additional entries in<br />
the supplementary list can be made exclusively by the PEB secretary.<br />
These changes had the purpose to improve the use of voter lists on Election Day<br />
and they improved the electoral process.
