Legal framework on compilation of voter lists
Honorable audience! Ladies and gentlemen! Distinguished guests, dear
colleagues!
On behalf of the Moldovan Central Electoral Commission once again I bring sincere
thanks to all participants who responded to our invitation and together with
us are at your disposal throughout the day to share, explain and demonstrate the
experience and practice gained during several years in this very important area -
new technologies in compilation and use of voter lists.
Voter lists are an essential element for the organization and conduct of free and
fair elections in every country where democratic and legal principles are underlying
the functioning of the state and electoral processes. It is for these reasons
that the voter lists require particular attention both from electoral bodies, and
from all the stakeholders in the development of a modern electoral process. In
Moldova, the procedure of compiling voter lists is provided in Chapter 5, Art. 39
and 40 of the Electoral Code approved by the Moldovan Parliament by Law no.
1381-XIII of November 21, 1997, which provides the following procedure:
Local public authorities (mayor’s offices) compile the voter lists in two copies
for each polling station. The lists include all citizens entitled to vote who
reside within the area of the polling station when the lists are compiled.
The need to compile voter lists, in the first place, consists in the fact that, although
the vote is universal, not all citizens are entitled to exercise it. Data on
