• UNDP is closely involved with elections throughout the world, seeing free and
fair electoral processes as central to democracy and the achievement of the
Millennium Development Goals.
• In the Republic of Moldova, UNDP is assisting the Central Electoral Commission
in support of national priorities to strengthen transparency, increase
awareness of election procedures, provide the tools necessary to spread such
understanding, and ensure broad based voter enfranchisement, both domestically
and for those Moldovans residing abroad.
• Capable and professional election administrators are essential for the successful
organization of any electoral process. The importance of well-organized
and credible elections in the pursuit of democratic ideals is a continuous undertaking
that must not be underestimated.
• While it is true that elections do not equal democracy, the act of freely casting
a secret vote remains an enduring image and feature of democratic society.
Throughout the world, the UN focuses on achieving a sustainable balance
between supporting the “act” of voting as exemplified by short-term, eventspecific
election assistance, and supporting longer-term electoral systems and
processes that help to strengthen democratic principles throughout societies
and their institutions.
• Launched at the end of 2008, our project managed to contribute to the improvement
of electoral process in Moldova with concrete results.
• For the crucial elections held on July 29, 2009 UNDP has offered the possibility
to run a new turn-out and results management system. As a result, for
the first time in Moldova, it was possible to view on the web and through the
UNDP-supported media centre real-time updates and on-line visualization of
