NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE
• First, that it was beneficial and useful for all: for us organizers, and for participants;
• Second, the improvement should be permanent, never cease and, especially,
the electoral legislation should be improved to simplify the electoral process,
not hinder it;
• And the third conclusion is that training and informing the population, and
especially getting the voters ready for new technologies related to compilation
and use of voter lists must take an important place in our work. First, we
need to organize the public information campaign, the campaign to prepare
the actors participating in the electoral process, candidates and voters, those
who establish the DECs of I and II level - they must be prepared. That is in our
competence and we hope that by the end of this year we will have a continuous
training centre which will really allow us to make this continuous training
for all electoral stakeholders.
Here are some of the conclusions and proposals which, after our discussions today,
we think we should formulate:
• It is necessary to strengthen efforts in the implementation of the electronic
register of voters;
• The regulations framework needs to be strengthened and trainings for local
authorities and bodies responsible for public records are necessary on quick
submission of information on population migration within and out of the
country and record the phenomenon;
• Establish the Continuous Training Centre in Electoral Matters, where election
officials as well as representatives of local public administration will be
trained on effective use of software for compilation of voter lists based on the
Register of Voters;
• Checks are required in all polling stations on the observance of the legal provisions
relating to the obligation to publicly display the voter lists;
• The advantages of digitalizing the electoral process, opening real prospects of
guaranteeing the voting rights for all citizens must be popularized, requiring
an extensive information and civic education campaign;
• Together with the Ministry of Foreign Affairs and European Integration we
have to identify the basic needs that would allow the exercise of voting rights
abroad and carry out operations aimed at standardizing the infrastructure,
