Meanwhile, these employees continuously carry out their working duties related<br />

to the Voters list. For clearing the list, the employees in all regional departments<br />

shall work on field by the means of checking the citizens who have invalid identification<br />

documents and comparing the actual situation with the personal data of<br />

citizens with the situation registered in the Voters list. If a certain discrepancy is<br />

found between these two situations, it shall be immediately resolved by correcting<br />

the information registered in the Voters list.<br />

This synchronization of the actual situation with the data in the Voters list is already<br />

completed by carrying out a pilot-project in the municipalities Vinica and<br />

Gostivar. The pilot-project is successfully completed in these two municipalities<br />

and according to defined situation no big discrepancy has been noticed between<br />

the actual and the formal situation with the personal data.<br />

In expectation of transfer of the personnel from the Ministry of Justice to the<br />

State Election Commission it is important to start with preparations for implementation<br />

of training of the staff from the Sector for Voters list and urgent preparation<br />

of a training program. In that direction, the Sector for education of the<br />

State Election Commission should:<br />

• Develop a plan for orientation of the new employees: joint work with the<br />

Department for human resources that includes carrying out a survey for the<br />

regional departments for summary of their activities, providing the new personnel<br />

to have an insight in the work of SEC, time schedule of elections and<br />

administrative procedures of SEC;<br />

• Start with accreditations of more facilitators, who should be identified within<br />

SEC’s employees;<br />

• Identify an expert trainer for elections who will help in the preparation of<br />

materials, operational plans, budgets and deadlines for training of the newly<br />

formed Sector for Voters list. The materials should mandatory be prepared in<br />

cooperation with the Sector for education of SEC;<br />

• Provide the materials for preparing work training in two modules: introduction<br />

in the administration of election bodies and registration of voters;<br />

• After completing the materials for training, they should carry out workshops<br />

for training intended for the new personnel of State Election Commission.<br />

State Election Commission already passed the starting phase of preparing such<br />

project for trainings and preparing the plan and program for that phase. Taking
