NOILE TEHNOLOGII ÎN FORMAREA ŞI UTILIZAREA LISTELOR ELECTORALE. EVOLUŢII ŞI PERSPECTIVE
means jurisdiction of the State Election Commission to carry out registration of
the right to vote and take care of protection of personal data of the citizens registered
in the Voters list, make checks of the integrity of the database of the Voters
list, to sign the Voters list, making contacts with international organizations and
associations that have authorization to monitor the elections, on issues regarding
the Voters list, deliver information to the public media about the number of
voters registered in the Voters list. Taking into consideration that the issue regards
huge authorizations whose proper execution is of extreme importance for
achievement of the democratic election principles on which the election system
of the Republic of Macedonia is based and aiming at achievement of a serious
approach towards this issue and creating perfect conditions for taking over the
Voters list, this process has de facto not been completely finished. All state authorities
involved in this process are in continuous cooperation and coordination,
in order to provide conditions for the State Election Commission to be able to
normally manage the Voters list.
Considering that the taking over of the Voters list also means take over of established
procedures, responsibilities and relations whose implementation requires
preconditions that will provide successful further management, a necessary step
to be taken is systematization of an organization unit within the frames of the
State Election Commission that will be carrier of the activities regarding the list.
This activity has been completed, that is, a Sector with 19 departments has been
systemized: a department in the seat of the State Election Commission and 18
regional departments with regional offices dispersed in all municipalities at the
territory of the Republic of Macedonia.
Next step is hiring staff for these organizational units. The eighteen regional departments
of the State Election Commission will be equipped with 73 employees
from the Ministry of Justice. This is an excellent solution because the working duties
of these employees have been related to the ongoing update of the Voters list
and achievement of the right of the citizens in certain municipalities to vote, thus
this shall provide continuity both in authorizations and management with human
resources. The procedure of taking over the employees is coming to an end, thus
in shortest period possible the staff capacity of State Election Commission will be
strengthened with 73 new civil servants, whose exclusive authorizations will be
related to the running of the Voters list and achievement of the right to vote.
