Existing situation and challenges with the voters list in the<br />

Republic of Macedonia<br />

According to the Election Code, the Voters list is a public instrument that registers<br />

the citizens who have the right to vote. It is maintained at the entire territory of<br />

the Republic of Macedonia and helps in the execution of elections and referendum<br />

on state and local level in the Republic of Macedonia.<br />

In other words, it is a frequent personal database for adult citizens of the Republic<br />

of Macedonia who have a residence at the territory of the country as well as the<br />

citizens who are temporarily working or residing abroad. The frequency includes<br />

base of personal data changing on daily basis in terms of being amended with<br />

persons who are becoming adults, deleting deceased persons or persons with<br />

lost work ability, update of persons who have changed their place of residence or<br />

other personal data of significance for execution of their right to vote etc.<br />

The ongoing and additional update of the Voters list includes cooperation among<br />

the state bodies in charge of personal data. That includes the Directorate for Registration<br />

Records, Ministry of Internal Affairs, Basic courts, Directorate for Execution<br />

of Sanctions and the Ministry of Defense. This cooperation is made by set<br />

procedure and dynamics.<br />

According to the amendments to the Election Code from 2008, the Voters list<br />

which was under the jurisdiction of the Ministry of Justice, from September 1,<br />

2009 de jure passed under the jurisdiction of the State Election Commission. This
