Practices of voters lists compilation and their further
improvement
In my presentation I would like to share the quite considerable experience of the
Russian Federation gathered in administration of voter registration, maintenance
and verification.
The present day system of voter registry in Russia started its existence in 1995
and has been developing since. Currently it accounts for all citizens of the Russian
Federation at their place of residence who are entitled to vote, both in Russia
and abroad. The system provides registration of all voters and inclusion in voter
lists without their participation in the process, as the state bodies and local selfgovernments
are obligated to maintain the voter registry.
The importance to account for voters at place of residence is important because
the laws of the Russian Federation link the right to vote in local and regional elections
with the place of residence. As a citizen is entitled to vote and is included
in the voter lists accordingly if his/her place of residence is within the respective
election constituency. The Constitution of the Russian Federation limits the
right to vote for the citizens serving court sentence in penitentionary facilities and
those recognized incapable by court decision.
The State System of Voter Registry in the Russian Federation currently represents a
system of interaction of election commissions, and the wide range of different bodies
of civil registry and bodies of local self-government. Among the bodies of civil
