undertaken analysis and researches. Usually this kind of analysis includes two
types of survey: survey “list-to-people” and survey “people-to-list” that are made
at the beginning of improvement process of the voter lists as well as at its end,
especially in the case when new systems (electronic) of the preparation and actualization
of the voter lists are created. 20
Another need is building confidence in the electoral lists and as a consequence
in the potential of electronic register of voters. This can be achieved through the
implementation of simple techniques, which require lower cost and increase the
transparency of both the process and its outcomes:
• Increased coordination: the Central Election Commission should ensure closer
coordination between the CEC, local public authorities and the Ministry
of Information Technologies and Communication to ensure data exchange in
both directions, for the benefit of all entities;
• Detailed instructions: Central Election Commission should develop detailed
and documented procedures for all activities related to the preparation,
checking and actualization of the electoral lists;
• Training: representatives of local public authorities and electoral bureau
members should be trained in the matter of proper and consistent implementation
of the procedures of preparation, checking and actualization of the
electoral lists;
• Stakeholder involvement and information: It is necessary that the information
about the activities of preparation, checking and actualization of the
electoral lists and the implementation of the electronic register of voters is
broadcasted in mass-media to the voters and all stakeholders. Copies of the
electoral lists should be made available to political parties and representatives
of the organizations of civil society. Concerns about the abuse of voter lists
can be addressed through: request to sign a binding non-disclosure agreement;
a request to sign a code of conduct; penalties against those who abuse
the privilege of access to the voter lists; adoption of a variety of technical
instruments to prevent abuse of the voter lists.
