national observers, the recommendations made in the post-electoral analysis. 16<br />
IFES expert has made a series of meetings with stakeholders and key organizations<br />
in the voter registration process: Central Election Commission, Ministry of<br />
Information Technologies and Communication, state chancellery, representatives<br />
of local public administration, civil society and international community (USAID,<br />
UNDP, NDI, IRI).<br />
In the framework of discussions with various interlocutors voter lists have been<br />
called as a “central factor” or “major factor” but also “a big problem” especially<br />
when referring to elections in April and July last year. “Also this time inaccuracy of<br />
the voter lists constituted the biggest problem in the elections” – also mentioned<br />
in the Council of Europe Parliamentary Assembly observation reports on the July<br />
29 th elections 17 . Yet, in the analyzed documents were not found any empirical evidences<br />
on the accuracy and comprehensively of the electoral lists or databases<br />
from which the following were extracted. An empirical index can be the number<br />
of voters included in the supplementary lists. For example, the abovementioned<br />
report of the mission of Council of Europe say: “In the April elections, inaccuracy<br />
of the voter lists has grown up to over 117 000 voters (reaching approximately<br />
8% of the active voters) that were added in the supplementary lists, fact that was<br />
not only disputable, but was contested by the voting process observers”. 18 At the<br />
same time high percentage of voters whose name appears on supplementary lists<br />
may reflect “technical errors” of the local public administration or inaccuracy 19 ,<br />
level of internal migration of the population, potential fraud or a combination of<br />
these factors. As a result, nobody knows exactly which the quality of the voter<br />
lists is. Therefore, in order to know where and what kind of efforts should be<br />
taken to improve voter lists it is needed to collect empirical information on the<br />
accuracy and completeness of the electoral lists. This process may be managed<br />
by the Central Election Commission and performed in a transparent manner that<br />
will involve all stakeholders in the planning, implementing and reviewing of the<br />
