Otherwise, the application is completely web based, accessible only via HT-
TPS or HTTP encrypted using the installed digital certificate, mobile phones from
which SMSs can be sent with the voters’ CNP in case if the internet communication
fails they are pre-registered in the system, nobody will be able to take their
mobile phone and send an SMS even if they know the number. It cannot be used
because the system would immediately reject, the only mobile phones that are
available are the phones granted to the special communication service, chairmen
of polling stations.
Let us return to the proceedings. Regardless of the methods and technologies
used, without a very good system of procedures in place, nothing can be done.
We were talking the other day about a very simple procedure: what do citizens do
after presenting the ID card or document, do they get it back and go on to register
or not, and my position was quite strong. They should not receive it back until
they have voted, because if they get it back, they may still have a choice: to stick it
in the pocket and leave without voting, and in that moment we have them in the
system as person who has voted, although they have not. Therefore, regardless
of the proposed system, the procedures must be analysed thoroughly; better to
measure ten times than to cut once.

we made the CNP verification application as simple as possible. Only the CNP is
entered and the button VALIDATE is clicked, if the 13 digits corresponding to the
CNP are not entered, exactly as shown in the example above, it will appear in red,

such a numerical code, the last digit of the CNP is the check digit, and each group
