has the right to vote or not. Also, the paper system allows for the possibility of<br />
multiple voting, any citizen can go to a polling station on an older residence address<br />
with an ID card and vote, and after that go to another polling station where<br />
they are obliged by the list to vote, but in the European Parliament elections; in<br />
presidential elections every Romanian citizen can vote at any polling station, we<br />
have over 18,000 polling stations. Therefore, if they want, they can go to a polling<br />
station and then go to another one and vote on the supplementary list and so on.<br />
In the elections for the European Parliament, last year, according to the law, the<br />
PEA had the task of detecting attempted multiple voting.<br />
Unfortunately, voter lists are not like those presented by our colleagues from the<br />
Bosnian CEC. We have some voter lists, just some tables with a very small space<br />
for the signature. We had about 5 million people turnout with over 500,000 who<br />
voted on the supplementary voter lists. After verification, you realize that verification<br />
for such a big candidate could only be done automatically, so, after verification,<br />
it was found that about 12,000 people may have voted more than once.<br />
Why it is possible, because of some not very clear measures on completing these<br />
lists in the signature field, where the person should sign after voting. All sorts of<br />
claims appear in these fields, eg removed, mobile box, etc. An automated system<br />
cannot distinguish between a signature of a person and a word, eg removed. Also<br />
there were people who signed elsewhere or people who signed in several fields,<br />
we had to report all these cases, further leaving the judiciary to investigate and<br />
come to solutions which, unfortunately, take some time. Currently, as we know,<br />
they have verified about 500 cases.<br />
We managed to verify, as I said, verifications lasted over six months, after six<br />
months these verifications do not have a very important result once the mandates<br />
have been distributed already. Even if we find that all those people voted<br />
more than once, we cannot say that should cancel the election, we must take<br />
someone’s mandate, we will never know who they voted for, we will not know<br />
which way the election was rigged. It is therefore very important to prevent the<br />
multiple voting, not try to solve it afterwards.<br />
As I said at the beginning, on Sunday we will try a project which consists in digitalization<br />
of polling stations, specifically 61 polling stations in Bucharest, from<br />
college 19. The main objectives of this project are: to prevent illegal voting, and<br />
here I mean not only multiple voting, but also voting by those who have not attained<br />
18 years of age. When we checked the registrations after the European
