Electronic Voter Lists
My presentation is about a pilot project developed by the Permanent Electoral Authority
(PEA) for partial elections of April 25 this year in the college of 19 members.
Currently the permanent voter lists used in elections in Romania are in tabular
form on paper based on information received from the Directorate of People
Records and Database Administration, these data are transmitted to local authorities,
but they draw up the voter lists together based on polling stations boundary
delimitations.
We also have the same problem that I heard several times from you –lack of some
people from voter lists, they moved recently, the records were not made on time
in the databases; or dead persons appearing on the lists, usually the lists valid for
2 months before the election. Centralizing data from local level up to the central
level and retransmission to local administrations takes a long time and therefore
we have all sorts of atypical cases in these lists.
We also have cases of people who lost their voting rights. According to Romanian
legislation, these people are not listed on the voter lists, but they are not highlighted
separately, therefore it can be that a person that has lost their voting right
or they were denied after an offense to go to a polling station and if they prove
that they reside within the boundaries of the polling station, they can vote. This
can only be done if we implement a national electronic system of voter list so that
the search may be made online, so that we can always check whether a person
