Allow me to welcome this forum and express a hearty welcome to the participants
from other countries with the regret that not everyone who was invited
could come.
I hope Mr. Stirbu, in his capacity as Chairman of the CEC, and his colleagues as
organizers have done everything for you to feel comfortable here in Moldova and
this Conference along with the activities scheduled to take place in the coming
days have maximum efficiency.
The right to elect and be elected are rights that represent the foundation of a
democratic society, but also tools against building a totalitarian system and dictatorship.
Our state, by Constitution, and by a number of ratified acts of international
law, such as the International Covenant on Civil and Political Rights, the
European Convention for Human Fundamental Rights and Freedoms, is bound
to observe the general principles of free and fair elections which are now the
OSCE principles. People’s will is the basis of state power, this will being expressed
through free elections which take place periodically through universal, equal, direct,
secret and freely expressed vote.
Moldovan Constitution, in Article 73, provides that the most important problems
of society and state are subject to a referendum, while the Constitution stipulates
that decisions taken under the republican referendum have supreme legal power.
