tion between citizens and local authorities. The lady from the municipality talked
about the work experience in voter registration, this offers solutions for municipalities
to improve their solutions and to modernize their processes.
The same platform is used for universities; it is just an example of references
which we have done worldwide. For example, this is our reference of last year,
the French Ministry of Foreign Affairs decided to implement Internet voting for
overseas voters because many French citizens who were abroad could not vote
for local representatives in the government, and now they decided to use Internet
voting, which would allow people from abroad to participate in the elections
that take place in the country.
Another good example comes from Austria, where universities and government
can cooperate in electronic modernization, this means that university students
from Austria were able to vote electronically, but also on paper ballots. It is very
important that we exchange experiences regarding the use of electronic ID cards.
In Austria people use a card, it is actually an electronic identification card used in
particular for the social insurance system. This card can easily be used for electronic
voting through a special software that can be installed in the card and it
can be used for elections.
I would like to draw your attention to our point of view on safe electoral modernization.
It is a complex process that begins with voter registration, elections configuration,
the voting process, which can be done in several ways, as it has already
been mentioned: through Internet, through direct registration, electronic voting
solutions, but also through multiple technologies, such as optical scanners and
other services available in the country. The voting process can be managed and
customized according to user requirements and according to the Electoral Code,
people’s customs and, perhaps, by some special experiences within the country
through which this process can be managed as easily as possible.
When we talk about the calculation of votes and tabulation of results, which is
the most important part of the election, especially in voters’ point of view, because
they must be confident that their votes were counted, this means that a
very important part of the electronic modernization consists in the special confirmation
that the voter’s vote has been counted, so it is a technology that ensures
voters’ trust in the electoral process.
