efficient use of information technology in the registration process. Since voter<br />
registration is in the essence registration of eligible population for voting purposes,<br />
the recommendation from the Guidelines regarding the use of information<br />
technology are equally applicable as in the case of population registration.<br />
Information technology, where employed properly increases the efficiency of the<br />
registration system. In fact, most of the registration systems, now days, relay on<br />
the information technologies or are being computerized.<br />
Information technology provides tools that can improve the management and<br />
sharing of information stored in the register. Where implemented properly, these<br />
tools can provide instant access to any data in the register. Thus, once updated,<br />
information is made immediately available to all system users.<br />
Use of information technology also brings other benefits. Registration in the voter<br />
register database can be performed directly from remote locations using the<br />
digital network. An electronic system may employ additional safeguards against<br />
possible multiple registrations and provide a wide range of options for recognizing<br />
and eliminating cases of multiple registration, Information technology provides<br />
an opportunity for immediate data transfers and exchanges between individual<br />
registers or responsible institutions.<br />
Information technology, however, should be viewed only as a tool for integrating<br />
existing registers and increasing efficiency in data sharing. That said, the efficiency<br />
of the overall system depends primarily on the legislative and administrative<br />
framework governing the registration process. In instances where the existing<br />
framework provides for the continuous registration of voter information, information<br />
technology will significantly enhance the efficiency of data-sharing within<br />
the system. But the use of information technology will not resolve problems regarding<br />
the communication and sharing of data between responsible authorities<br />
if there is no legislative and administrative framework establishing precise and<br />
adequate procedures.<br />
As part of the registration system, the implemented information technology solutions<br />
should be viewed as a factor in multiplying the efficiency of a determined<br />
registration model and not as determining which registration model to be adopted.<br />
The information technology expertise should only come into play when all<br />
policy and technical aspects of the registration model have been determined. In
