Information technologies in voter registration<br />

In many of 56 OSCE participating States, voter registers are linked to or produced<br />

from the population register and hence the quality of the latter directly affects<br />

the exercise of universal and equal suffrage. These states use data from the population<br />

register to compile voter lists, to contact voters, and to plan the location<br />

of polling facilities. The voter list delivered to the election authorities is often<br />

a standard set of data that can be extracted from the population register. The<br />

OSCE ODIHR, as the leading agency in Europe in the field of election observation,<br />

recommends in those OSCE participating States that practice population registration<br />

and where the system keeps up-to-date information, to use population<br />

register data for creation of voter lists.<br />

Aiming to consolidate the OSCE’s expertise acquired so far in the area of population<br />

and voter registration and to provide more effective support for field operations,<br />

the ODIHR has developed and published in September 2009 its Guidelines<br />

on Population Registration. In assisting participating States to build sustainable,<br />

accurate and transparent voter registration systems, the ODIHR supports participating<br />

States in modernizing and reforming population registration in a manner<br />

that is in conformity with international standards.<br />

In its Guidelines on Population Registration, the ODIHR, among other issues,<br />

addresses the use of information technology in the registration process. Without<br />

engaging into elaborating particular information technology solutions, the guidelines<br />

highlights those decisions that need to be taken in order to provide for
